  5. Cat dies after being wrapped in plastic bagpublished at 11:42 British Summer Time 30 April 2018

An investigation has been launched after a cat was found wrapped in a plastic bag and dumped in a bin in Brighton.

A woman who found the cat in the bin in Newick Road on Tuesday 24 April took it to a vets who then alerted the RSPCA.

The tabby and white cat was treated by staff but, due to the extend of its injuries, it later had to be put down.

The RSPCA is now appealing for information.

    Quote Message

To dump a cat in any circumstances is awful but to literally dump him like rubbish in a bag in a bin is unbelievable. The poor puss could have easily suffocated in the bag or even been taken away by the refuse lorry accidentally.

    Quote Message

It’s a miracle that this woman found the cat and rushed him to the vets but it is so sad that they weren’t able to save him. I’d like to hear from anyone who recognises this poor cat or who may have seen anything suspicious in the area at the time.”

The Environment Agency is warning that persistent heavy rain could lead to an increased risk of flooding in Kent and London today.

It says the heavy rain could cause surface water flooding, increasing flood risk to communities and disrupting travel.

A number of trees have already fallen across Kent, including in Bridge Road near Canterbury.

You can check flood risk and keep up to date with the latest situation here, external.

    Quote Message

Continued heavy downpours could lead to surface water flooding and disruption to travel today. Currently we have 21 flood alerts in force across the South East and with further rainfall expected this figure is expected to rise.

    Quote Message

All weekend, our teams have been out on the ground checking flood defences, clearing debris from rivers and will continue to support our partners to reduce the impacts of the heavy rain. We have flood support officers out today working with our operations teams in those communities where any impacts of flooding are likely to be highest.

    Quote Message

We will keep issuing flood warnings and alerts where necessary. If travelling, we urge people not to drive though flood water – it is often deeper than it looks and just 30cm of flowing water is enough to float your car."

    Ian Nunn, Environment Agency

  14. Favourites to replace Ruddpublished at 08:56 British Summer Time 30 April 2018

Michael Gove, Karen Bradley, Jeremy Hunt, Sajid Javid, and James BrokenshireImage source, PA

The prime minister is set to announce Amber Rudd's replacement this morning.

Theresa May will be looking for a home secretary who can help balance of power between Leave and Remain-backing cabinet members.

So who are among the runners and riders?

    • Sajid Javid: The communities secretary is currently the bookies' favourite. He is seen as a uniting figure and said of the Windrush scandal: "It could have been me, my mum or my dad." A Remain campaigner in the EU referendum, his appointment would balance the scales of Brexiters and Remainers in the highest positions in the cabinet.
    • Michael Gove: The environment secretary, a leading Brexiter, has impressed many with his latest portfolio - particularly with the single-use plastic and microbead campaigns. But it follows the humiliation of a botched leadership bid in 2016 and Theresa May firing him as justice secretary when she became PM.
    • Jeremy Hunt: The health secretary is one of the great survivors in cabinet. He has clung on to his job despite the junior doctors strikes and the NHS winter crisis. But he is also under investigation over breaches of parliamentary conduct over the purchase of luxury flats, which he has called an "honest mistake". He campaigned to Remain, but has since said he has changed his mind.
    • Karen Bradley: The newly appointed Northern Ireland secretary has risen up the ranks in cabinet recently, but Mrs May might not want to take her away from her most recent brief. She campaigned for Remain.
    • James Brokenshire: The former Northern Ireland secretary had to step down from cabinet due to ill health after being diagnosed with the early stages of lung cancer. But the former immigration secretary is back in Parliament now. He voted to Remain.
