The plan, which will go before councillors before being approved, would see council tax rise by 3.99%.

For a Band D property, that's a rise of £62 a year, with half of that being used to help fund adult social care.

The council expects £227.4m of income from council tax next year - an £11.1m increase on this year.

The council is also planning to introduce harsher penalties for empty homes.

If approved, homeowners can be charged three times the normal rate for any property left unoccupied for more than five years.
