A driver who was stopped by police in the early hours claimed he was collecting a friend from the “university in Whitby”, officers said.

The town is famous for its links to Dracula and its abbey overlooking the bay, but as far as North Yorkshire Police is aware there is no university there.

The force, which has stepped up patrols in a bid to stop people travelling to the county during the coronavirus lockdown, said the driver failed a drugs test and was arrested.

The new rules will apply to on-street and off-street parking, according to North Yorkshire County council.

Instead, enforcement will focus on drivers who park in an "unsafe or obstructive way."

County councillor Don Mackenzie said: “We’re taking this approach to help key workers, such as health and social care staff, to park as near as possible to their place of work and to exempt them of any parking charges or time restrictions."

"The move will also help residents to park outside their homes while working from home or self-isolating.”

Mr Mackenzie added: “Despite these relaxations, motorists must still adhere to parking restrictions such as double yellow lines and ensure they do not cause an obstruction or create a hazard."
