The scheme will be based at a new pop-up bike hub at Kirkgate Market.
Councillor Lisa Mulherin, said: "We've set ambitious targets to increase active and sustainable travel. We're committed to increasing cycling by 300% and this new scheme is a great way to help do that."
Councillor James Lewis, who has responsibility for air quality in Leeds, said: "As part of our transport strategy, we’re working hard to make cycling an everyday choice for people in Leeds.
“I’d encourage anyone, especially residents who enjoy cycling but have never previously considered it as a viable alternative to driving, to take part in the trial and find out whether an e-bike could be right for them.”

A total of £1.8m has been paid by Kirklees Council to buy Huddersfield’s landmark George Hotel which is set to be transformed into the first National Rugby League Museum, it's been confirmed.
The authority has finally made the purchase price known, signalling an end to negotiations with entrepreneur Dr Altaf Hussain over its future.
Dr Hussain bought the hotel for around £900,000 in April 2013. However the council did not meet the £3m price tag he asked after putting it back on the market in December 2015.
The deal means the building is now in the possession of the council and on track to be fully refurbished as the National Rugby League Museum.
The George was the birthplace of Rugby League in 1895.
Peter McBride, the council’s cabinet member for regeneration, has described the deal as “a massive moment for the town, our regeneration plans and for rugby league".
The council has also revealed that it has secured £1.4m in funding from the Ministry of Housing, Communities and Local Government to carry out the first phase of renovation works.
Other funding bids have also been submitted to help fund the project, which could push the total available for renovation even higher.
Kirklees is one of the hosts of 2021 Rugby League World Cup. The tournament begins in October next year, with the Men’s Quarter Final being played at the John Smith’s Stadium.
The way children and young people are helped and supported in Kirklees has made "significant progress", according to the government.
The Department for Education (DfE) has praised improvements in services for young people in the district after an independent review earlier this year.
Four years ago, education watchdog Ofsted judged Kirklees Children's Services to be "inadequate" and began to closely monitor the action taken.
A re-inspection last year saw services deemed as "requiring improvement".
In a letter to Kirklees Council, the DfE now says while there are some areas needing improvement, "significant progress" has been made.
The DfE adds that officials have every confidence the authority will continue to make improvements in services for children.
Shabir Pandor, leader of Kirklees Council, said: “This is excellent news. This was a priority for all councillors and the council. We are pleased all the hard work of recent years is continuing to make a difference."
Studying the early lives of young lobsters will be at the heart of work being carried out at a new research laboratory in Bridlington.
The new centre will use state-of-the-art technology which will allow scientists to get a clearer understanding of the early life stages of the lobster.
The Yorkshire Marine Research Centre is based on the South Pier, overlooking the harbour.
It's hoped the research will contribute to making the industry more sustainable for the future.
Bridlington is the largest lobster port in the UK and Europe, with over over 300 tonnes of the crustaceans being landed there last year.

Businesses in Harrogate and Ripon have been targeted by possible fraudsters trying to carry out coronavirus inspections.
Harrogate Borough Council says it's received reports of unknown individuals asking business owners permission to look around their premises.
The council says: "These were not our officers. We will always have and show identification should we need to visit."
Traders in the borough have been warned to be on their guard against this type of scam.
Genuine district and county council officers are inspecting businesses to ensure they are complying with Covid-19 measures.
Separately, North Yorkshire Police has also reported a number of scams related to coronavirus during lockdown.
These include scammers pretending to be from the government telling victims they have been fined for breaking lockdown rules.
A giant mural of Leeds United manager Marcelo Bielsa has been created in the city to celebrate the club's return to the Premier League.
The mural, which measures 90 sq m, can be seen on the side of a building on Hyde Park corner in Headingley.
It's been painted by Irek Jasutowicz, a street artist better known under his pseudonym Tankpetrol.
The artist, whose name is inspired by the fact he used to drive Polish army tanks, created the mural after Bielsa (pictured) took the Whites back to the top-flight of English football following a 16-year absence.
A Bielsa quote featured on the artwork reads: "A man with new ideas is a madman, until his ideas triumph."
Speaking about his giant artwork, Tankpetrol says: "Over the week I've been working on the project I've seen the excitement the art is already bringing to the people of Leeds.
"I hope this will be a landmark for years to come,” he adds.
The unveiling of the work is due to take place this afternoon ahead of the West Yorkshire club's first game in the Premier League tomorrow with a trip to champions Liverpool.
