Pawel Relowicz, 26, attacked 21-year-old Libby Squire (pictured), in the early hours of 1 February 2019 after she was refused entry to a Hull nightclub.

Her body was recovered seven weeks later from the Humber Estuary.

MP Dame Diana Johnson (pictured below), has tabled amendments to the Policing Bill, due to be discussed in the Commons later, calling for earlier intervention in lower level sex crime cases.

She says previous crimes committed by Relowicz led to an escalation in his offending, but the legislation in place - and a lack of people reporting his crimes - meant the authorities could do little.

Ms Johnson said: "Paul Relowicz had been wandering the streets for months committing acts of what's described as 'non-contact' offences, including exposing himself and acts of voyeurism.

"I'm asking the government to undertake a public education and awareness programme to make sure people understand that if someone is doing things in their area which makes them uncomfortable it should always be reported to the police.

"I think at the moment that doesn't always happen."
