The male passenger boarded the train in the early hours of 15 October and touched himself while staring at a female victim, according to British Transport Police.
He left the train at Manchester Piccadilly.
Officers believe the man pictured may have information which could help their investigation.
Anyone who recognises him is asked to contact British Transport Police.
