More than 2,000 people living in private rented housing sought help from Nottingham City Council in the last year, the authority has said.
The council said many of the issues reported, in the 12 months to March 2021, were about "serious housing condition issues".
This included missing smoke alarms, exposed wiring, vermin, and faulty boilers.
In response, the authority said it has overseen 221 home improvements, sent 3,033 letters and legal notices to landlords and issued 61 formal written warnings.
One landlord, the council said, was taken to court after inspectors found tenants living in "dangerous conditions" including issues with damp, mould, fire hazards and stairs.
In another case, council officers served an emergency prohibition order (EPO) at a property due to an unsafe spiral staircase - which meant there was no safe way to escape a fire - and a kitchen left in a poor condition.
The EPO meant no-one could live there until work had been completed.
Councillor Linda Woodings said: "Every tenant deserves to live in a clean and safe home and leaseholders shouldn't have to foot the bill for the costs of basic safety works."

A hedgehog was rescued after having cannabis smoke blown on it while trapped in a bag, before being dropped in a river, the RSPCA has said.
The charity said a passer-by rescued the animal from the water and looked after it overnight until it could be taken to a wildlife hospital for treatment.
A group of boys, thought to be teenagers, are thought to be responsible for the attack on 10 April, near the Memorial Park in Market Harborough.
RSPCA inspector Karl Marston said: “I am frankly quite shocked by what I have been told has potentially happened to this poor hedgehog and it is a miracle that she survived.
“It is hard to imagine why anyone would want to deliberately attack an animal in this horrific and callous way."
The female hedgehog, which would have recently woke from hibernation, was taken to Leicestershire Wildlife Hospital in Kibworth where it is being kept in an incubator and is said to be recovering well.
The charity has made an appeal for witnesses to the attack to come forward.
