Guernsey should be accessible from all over the world on either a direct flight or with one stop, according to the Committee for Economic Development.
In a policy letter about the island's travel links, external, the committee said Guernsey needs to be connected to an "international hub".
While many options - including Amsterdam, Paris and Frankfurt - are detailed, the committee has chosen Heathrow as the ideal airport to connect to.
It said the connectivity and reliability of any route would need to be prioritised over affordability, as the route would be used mainly by business travellers.

A Carlisle man who agreed to house a visiting teenage "county line" drugs dealer in return for heroin has been jailed for seven years.
Peter Kenney, 48, was arrested after police detained a 16-year-old boy from Croydon outside the older man's flat in Eldon Drive.
The youth had almost £1,500 in his rucksack, the proceeds of about 90 heroin and cocaine deals sold over a special telephone line set up by a London-based drugs gang.
Kenney, a 48-year-old grandfather with a record of 180, was found guilty by a jury at Carlisle Crown Court of conspiracy to supply drugs.
The 16-year-old admitted the conspiracy charge and possessing criminal property and his case was adjourned for sentencing on 26 November.

The Committee for Economic Development has outlined its "investment objectives" for Guernsey's travel links.
In a policy letter, external, the committee said it wants to connect to an international hub such as Heathrow, develop links with more airports in the UK and Europe, and make Guernsey accessible from all over the world with a maximum of one connection.

All wet wipes sold as "flushable" in the UK have so far failed the water industry's disintegration tests, the BBC has found.
Water companies say wet wipes don't break down and are causing blockages which cost millions to put right.
Manufacturers insist their test is adequate and say sewer blockages are caused by people putting non-flushable wipes down the toilet.
Wet wipes are sold for everything from make-up removal to surface cleaning.
A man has been charged with murder following the death of a woman from abdominal injuries.
Devi Unmathallegadoo, 35, was found with fatal wounds after emergency services responded to reports of a disturbance at an address in Applegarth Drive, Ilford, at about 07.40 BST on Monday.
Despite hospital treatment she was pronounced dead at 11.00.
Ramanodge Unmathallegadoo, 50, of no fixed abode was arrested at the scene on suspicion of attempted murder. He was taken to an east London police station and was subsequently arrested and then charged with murder.
No other persons are sought in connection with this investigation. The arrested man and woman were known to each other.
Enquiries continue.
