  3. Cat killer investigation costs revealedpublished at 15:11 Greenwich Mean Time 18 December 2018

More than £8,000 was spent by the Met Police on its investigation to find the so-called Croydon cat killer.

The force's tree-year inquiry was closed earlier this year when officers concluded foxes were the likely cause of mutilating the animals.

A local group,South Norwood Animal Rescue Liberty (Snarl), and pet owners had feared a serial cat killer was on the loose after hundreds of cats were found decapitated and dismembered in the borough.

In three cases, CCTV footage showed foxes carrying cats' lifeless bodies in their jaws.

The Met said it "took note of expert opinion" which highlighted how wildlife can be known to scavenge on roadkill, often removing limbs before dumping the corpse.

The Met has revealed it spent £6,800 on post-mortem tests and £1,300 on microscopic hair testing.

The amount it spent on officers' time could not be worked out, however about 2,250 hours was spent working on it.

A Met spokesperson said the investigation took three years due to the number of reports and allegations it received and the need to work with experts.

"No evidence of human involvement was found in any of the reported cases.

"There were no witnesses, no identifiable patterns and no forensic leads that pointed to human involvement. Witness statements were taken, but no suspect was identified."

  5. Mayor announces 'polluting van scrappage scheme'published at 14:09 Greenwich Mean Time 18 December 2018

    Diesel engine exhaust pipe

A new £23m scrappage scheme for most polluting vans has been announced by the Mayor of London.

Businesses employing 10 people or less will be able to apply for the scheme if their diesel vehicles do not meet the stricter emission standards of planned Ultra Low Emission Zone (ULEZs).

From 8 April next year diesel vans which do not meet the latest Euro 6 standard will have to pay £12.50 a day to drive through ULEZs in central London.

Under the City Hall scheme, funding would be available to scrap vans that do not comply with the new ULEZ standards, but which are driven into the ULEZ zone regularly.

Sadiq Khan had previously called for drivers to be offered £3,500 each to trade in 70,000 of the most polluting van and minibus' to buy cleaner vehicles in the voluntary scheme. It is unclear how much companies will be offered in the new scheme.

Mr Khan said: “Air pollution is a national health crisis that is stunting the lung development of our children and leading to thousands of premature deaths.

"To truly get a grip on our lethal air we need to take bold action to rid our city of the most polluting vehicles."

Fathers are less likely to hold traditional views about gender roles if they raise a girl, research suggests.

This becomes particularly noticeable once girls reach school age, the study, from the London School of Economics and Political Science (LSE), says.

The report finds fathers' likelihood of holding traditional views declined by 8% when their daughters reached primary school age and by 11% by secondary age.

The study concludes that attitudes can be changed by adulthood experiences.

  10. Hundreds of Lewisham children placed out of boroughpublished at 10:21 Greenwich Mean Time 18 December 2018

    Local Democracy Reporting Service

Hundreds of Lewisham children in care are placed in homes out of the borough, including as far away as the Isle of Anglesey and Bridgend, Wales.

Lewisham Council contracts 35 companies to house children in care. Of the 469 children in care, 291, or 62%, are housed outside of the borough.

The majority of those are placed in nearby boroughs, notably Croydon which has 32 children aged between 10 and 19, Greenwich which was 14 children aged nine or less and 24 children aged 10 to 19, and Bromley which has 21 children aged between 10 and 19 as well as 11 children aged nine or less.

Lewisham Council director of children and young people, Sara Williams, has previously raised concerns the council was having to place children across the country, particularly those with high-end needs.

Concerns have also been raised nationally that children are being housed away from their community because of a lack of choice in provision.

A Lewisham Council spokesperson said there was a number of a reasons, including access to specialists, why a child might be housed outside of the borough.

They said the council had “robust” procedures in place to ensure a child’s safety and wellbeing once they were placed outside of the borough.

“Our priority is to always ensure the safety and wellbeing of children in our care, whose lives and support needs by definition are very complex. While we aim to place a child as close to their home as possible, it is not always appropriate or possible for a number of reasons including safeguarding concerns or the need for specialist provision to meet the child’s needs.

“We have robust processes in place to scrutinise every decision to place a child out of borough and to monitor that child to ensure their continued safety and wellbeing.”

The Met Police is urging Londoners to be "extra vigilant" during the Christmas period to prevent burglaries - after a retired couple's Audi was stolen from their home in Bexley.

The pair realised their front door had been forced open with a tool at about 03:30 on 4 December.

Several items including a camera, a laptop, bank cards, cash and the Audi's car keys.

The Met's Det Supt Neil Matthews said: "One of the most important things you can do is to fully close and lock windows and doors when you go out.

"Many burglars are opportunists, so don’t allow them an opportunity to enter your property. Don’t allow anyone you don’t know into your home and thoroughly check credentials of those claiming to be genuine officials.

"If in doubt close and lock your door. Inform the police if you believe someone isn’t genuine and is trying access your home."
