Whitmore replaces Layne Cupitt, who has been released to sign for Cradley.
Team manager Dale Allitt told BBC Radio Norfolk: "We'll give him the opportunity and the backing he needs and I'm sure he's got a very bright future in the sport."

The chairman of the Norwich Hackney Trade Association has welcomed the introduction of training for drivers to help them spot victims of abuse.
Craig Dimbleby said: "Although we have the CRB in place, anything that can help safeguard the public, whether it be young children or vulnerable adults, can only be a good thing and I'm sure it's embraced by all the taxi drivers out there."
The new code of conduct will also set out rules on more general behaviour.
