    As we revealed earlier, the owner of the Norwich and Peterborough (N&P) building society is set to close 28 branches

    Yorkshire Building Society (YBS) said it would close the N&P branches and 20 YBS branches this year, putting 440 jobs at risk.

    Mike Regnier, chief executive of YBS, said the closures were in the "long-term interests of our membership".

    "The driving forces behind the proposed branch closures are shifts in market conditions and an increasing desire among customers to transact digitally rather than on the High Street."

    The company said it would continue to have a High Street presence, but under the YBS brand only.

    Inspectors rated All Hallows as inadequate in three overall categories, including safety, following a visit in October.

    They said risk wasn't properly managed and there wasn't proper recording of when medicines had been given. They also found care plans didn't reflect people's needs. 

    All Hallows Healthcare Trust, external has issued a statement pledging to make improvements. 

    "We fully accept the CQC’s report and apologise unreservedly," it said.

    Meanwhile, Richard Bacon MP said: "Local people are fully aware of the exceptional contribution All Hallows makes to the community.

    "However, there is no getting around the fact that this a highly critical report. I am confident that the hospital will continue with its outstanding work and remain a beacon of healing and peace of which we can be proud."

  4. Man who jumped into river during storm surge admits being 'stupid'published at 14:40 Greenwich Mean Time 25 January 2017

    A man who jumped into the River Yare at the height of the recent tidal surge has admitted it was a "stupid" thing to do.

    Stephen Wood, 43, admitted at Great Yarmouth Magistrates' Court to a charge of obstructing a police officer in their duty.

    The court was told police had closed the Stonecutters car park, next to Havenbridge House, because water was bubbling up from under the river wall. 

    Despite being asked to leave, Wood went up to the wall and climbed on to it. 

    In a heated exchange with a police officer, he said: "I might as well jump in; I think I will." 

    The officer said she watched in "utter shock and disbelief", saying he travelled "several metres in a split second".

    In mitigation, Wood's defence said in hindsight he had been stupid, but explained he was a naval architect and experienced in the seas and rivers and that he had been given bravery awards for helping in disaster situations, including Hurricane Katrina. 

    Handing down an order to pay a £150 fine, with another £115 in court costs and fees, magistrate Darren Gilkes said it was a night the officers wouldn't forget.

    Wood was cleared of another charge of being abusive to an officer.

    Tomorrow's planned racing at Fakenham is off.

    There was an inspection earlier this afternoon which discovered frost on the course. Overnight temperatures are set to drop below freezing, so the decision was taken to call off tomorrow's six-race card.

    Composers Philip Glass and Laurie Anderson are to appear together at this year's Norfolk & Norwich Festival in their first collaborative performance outside of the USA.

    Anderson, who had the 1980s hit O Superman, is renowned for her avant garde music and multimedia performances.

    As for Glass, a statement from the festival said, external: "His style will converse and collide with Laurie Anderson’s mélange of vocals, text and experimental music."

    A Breckland councillor has been suspended after a video emerged showing him making lewd comments to an animal rights protester while hunting.

    Charles Carter, who represents the Saham Toney ward in Breckland, was out with the Middleton Hunt in Yorkshire on 23 January when he was accosted by Linda Hoggard, who accused the group of illegally hunting. 

    She approached the riders, saying: "Excuse me, did you know fox hunting was banned?"

    Mr Carter first replied by asking Ms Hoggard if she had damaged her car.

    She replied: "Never mind if I've damaged the car, you've damaged a fox.

    "I'm telling you a question - hunting is banned, so why are you still hunting?"

    She added: "It's banned, and you still get away with it."

    Mr Carter then removed his phone from his pocket and asked: "What is your name?"

    After Ms Hoggard did not give her name, Mr Carter told her: "I'd quite like to shag you actually."

    He then said: "Can I take to you bed please?" Smiling, he went on to say: "You're very pretty."

    Mr Carter finally asked "Can I have your number please?" before riding off with the rest of the hunt.

    The local authority has issued a statement, external on its website in response to the video.

    William Nunn, leader of Breckland council, said: "Having been made aware of the video this morning, I was appalled by the conduct of one of my Conservative councillors who has clearly brought the party and the council into disrepute as a result of his behaviour.

    "Suspension is a neutral act, and as such, it would be inappropriate at this stage to make any further comment ahead of the investigation outcome."

    The BBC has approached Mr Carter for comment.

    Current accounts with Norwich and Peterborough Building Society will be closed, the brand shut, and some branches closed, it has been announced.

    Four hundred and forty jobs are at risk as a result of the overhaul.  

    Owner Yorkshire Building Society (YBS),  the UK's second largest mutual, said it would close 48 branches across its network this year.

    Customers of N&P will be contacted to outline their options when accounts close over the course of the year, it said.

    MPs are to debate today whether to move out of the Houses of Parliament for six years while renovations are carried out.

    One idea is to move to the nearby Department of Health, but the MP for North West Norfolk, Sir Henry Bellingham, believes moving out is a bad idea. 

    "This is the centre of democracy in the world," he said. "It's the mother of parliaments. Democracy around the world is under a lot of pressure. If you start undermining the presence of elected MPs then you could undermine our democracy."

    But Keith Simpson, the MP for Broadland, says they must leave.

    "It's catastrophic," he said. "We are talking about the fact that at any stage we could have part of the building literally collapsing. The building really hasn't been properly maintained for over 150 years."

    A man who was plucked to safety after allegedly jumping into the River Yare during the recent high tides and storm surge is appearing before magistrates this morning.

    Stephen Wood, 43, of St George's Road Great Yarmouth, was arrested after being rescued from the water during a police evacuation of the area.

    He's facing charges of using threatening and abusive words and disorderly behaviour likely to cause alarm or distress, as well as obstructing or resisting a constable in the execution of his duty.

    An inquest has heard that the post-mortem examination of a mum from Norwich didn't give a cause of death.

    Kerri McAuley, 32, was found dead in her flat in Norwich earlier this month.

    The results from a post-mortem examination were inconclusive, and at the inquest opening yesterday the coroner said histology and toxicology reports were yet to be filed.

    Another inquest hearing is scheduled for April.   

    Norfolk Police has said there was evidence Ms McAuley had been subjected to a "severe blunt force assault". 

    Joe Storey, who's 26 and from the city, has been charged with her murder and has been remanded in custody.

    A mother from Norfolk says she wants to raise awareness of online safety after her eight-year-old daughter was groomed online.

    The girl had been sending pictures of herself to a stranger via an app called musical.ly, which shares videos of people lip-synching to their favourite songs.

    She became worried when the stranger asked her to send indecent pictures of herself. 

    Her mother said: "I'd seen what she was doing on it, it all seemed harmless. She was just sharing her videos with her friends from school. My older daughter made her account as private as possible."

    She said the person got access to her daughter after they claimed to know her favourite YouTuber.

    "This person very quickly started asking her for photos of herself and then it turned nasty," the mother said.

    She only revealed photos of herself clothed before telling her mother.

    In a statement, musical.ly, external says users must be aged at least 13 to use the app and it also encourages parents to monitor their teenager's account.

    "We take appropriate measures to expeditiously remove offensive or inappropriate content from the musical.ly app," it said.

    A former health chief says he's "incredulous" as to why a patient stayed in hospital for two and a half years.

    Adriano Guedes, who suffers paralysis after a stroke, was evicted from the James Paget Hospital in Gorleston last week, after being admitted on mental health grounds in 2014.

    The James Paget said he was made repeated offers of accommodation, but he always turned them down. Mr Guedes said he wanted to move to a "wheelchair-friendly place". 

    He's now living in a council flat in Suffolk and says he's been on hunger strike since 10 January.

    Roy Lilley, a former NHS trust chairman for Surrey who's now a health commentator, says it was a "difficult" issue for the hospital, but there was "a lot of dots here that we can't join up".

    "He's got an on-going health need," he said. "This is a responsibility for the health service, paid for by the clinical commissioning group who will be well used to dealing with this kind of case although it's rare.

    "I'm incredulous to understand why it's not been resolved in two years."

    Norwich City winger Josh Murphy has signed a four-and-a-half year deal with the club, keeping him at Carrow Road till 2021.

    The Canaries academy graduate has made 44 first-team appearances since his debut against Watford in the League Cup in September 2013.

    Josh's twin brother Jacob signed a new deal with the club earlier this season.
