    Sam Read
    BBC Radio Northampton politics reporter

South Northamptonshire Council is urging residents to sign a petition against plans to create a new single council to run services across Oxfordshire.

If Oxfordshire County Council's (OCC) plans for a new unitary authority go ahead, all the county's existing councils would be scrapped.

That's a problem from South Northamptonshire Council (SNC), as it shares many staff and services with one of those threatened authorities - Cherwell District Council.

The two authorities share not only a chief executive, but many officers.

Ian McCord (pictured), Conservative leader of SNC, said: "It is not possible to pull one council off the see-saw and jettison the other in the air - OCC must come clean and make their plans clear."

OCC says its plans could save £100m over five years and are supported by 70% of people in Oxfordshire.

Paul Blantern, the county council's chief executive, said despite delays moving into the new headquarters, people had to "look at the bigger picture", saying "the most important thing is we are making a huge transformation of Northampton".

He said the authority would "move 2,000 people back into the town centre", which had been welcomed by Northampton businesses.

They should also get more footfall once the university's Waterside Campus (pictured) opens in the centre in 2018.

Last month it was revealed  some staff had been told to work either in a library or from home , leading to concerns over confidentiality for people working in fields like social services.

He said the authority was "putting in technology to allow people to work all over the county".

The chief executive of Northamptonshire County Council has told us it has "constantly communicated with staff" over delays to the opening of its new headquarters in Northampton town centre.

The council says staff will start moving into Angel Square in the last two weeks of April, but the move will not be completed until May.

Staff were meant to be in the building by the end of 2016, but construction problems led to the move-in date being pushed back.

Meanwhile, the existing HQ - John Dryden House - needs to be vacated by the end of March as it has been sold.

Staff who won't have a desk to move to until May have been told to work in a variety of places, including other council offices, at home and in libraries.

Unison said the delays were causing "high levels of anxiety and stress" among staff.

The union said some people were working two to a desk, while boxes lying around the present offices were creating health and safety concerns and accessibility difficulties, particularly for disabled staff.

But Dr Blantern said staff were "coping".
