Plans for a £26m driverless car test track on part of the site where King Richard III was killed have been recommended for approval.
Japanese engineering firm Horiba Mira said the facility near Higham-on-the-Hill would create about 1,000 jobs.
However, Historic England told Hinckley and Bosworth Council it could cause harm to the significance of the Bosworth Battlefield.
Councillors have been advised to pass the plan on the second time of asking on the grounds the site was not within a conservation area and would contribute significantly to the economy.

Nottingham City Council has agreed to waive care home fees after a man was left at increased risk of choking because he was given the wrong medication.
It comes after a detailed investigation by the Local Government Ombudsman (LGO) found the council was at fault.
A report published by the LGO said: "There was an incident on December 7, 2016, where Mr M 'almost choked to death as a consequence of poor care'."
Mr M, who passed away in April 2018, suffered from health issues including problems with swallowing which gave him a risk of choking.
Mr M was prescribed thickeners in his fluids to reduce this risk.
Once he was moved to the new care home, his speech and language therapist observed that Mr M was given the wrong thickeners.
She reported this to his social worker, who then raised a safeguarding alert.
His son was dissatisfied and complained to the ombudsman.
This new care home was more expensive, but Mr F said the council agreed to waive the extra charges.
The ombudsman concluded: "There was fault when Mr M was put at risk of choking, causing distress to Mr M and his son.
“The council's offer to waive some fees is sufficient to remedy this injustice."
A spokesman for Nottingham City Council said: "We accept the findings of the ombudsman in this case and are pleased a resolution was found."

Four people have been charged in connection with drug dealing in Derby Arboretum.
Two men, aged 19 and 18, were charged with supply of a class A Drug, possession of a class B drug and possession of criminal property.
A 33-year-old man was charged with being in the concerned in the supply of a Class A drug.
All three have been remanded in custody to appear at Derby Crown Court on Friday, 12 October.
A 15-year-old boy was charged with the supply of a class B drug and possession of criminal property.
He has been released on unconditional bail and is due to appear at Derby Justice Centre on Friday, 5 October.

CCTV has captured the moment a woman's purse was stolen from her handbag at a Castle Donington post office.
It happened while the 86-year-old was shopping on Borough Street at about 10:00 on 1 September.

When the victim realised the theft had taken place she told a member of staff at the store. They attempted to catch the suspects but they managed to get away.
Shortly afterwards, the victim suffered a heart attack, police said. After a week in hospital she was discharged and is recovering well at home.

A Leicester City councillor has been found guilty of two counts of sexual assault on a female.
Paul Newcombe, 49, from Laundry Lane in the city, was also cleared of two further counts of the same offence. He's due to be sentenced on 12 October.

Police were called out after a cow was spotted wandering in a car park yesterday evening.
Officers went to the site, at Gorse Hill ambulance station, and closed parts of Anstey Lane and Glenfrith Way from 20:30 until 23:10.
Leicestershire Police said: "We were called at 19:04 yesterday to reports of a cow that was loose in a car park off Anstey Lane.
"The RSCPA and a vet attended but unfortunately the cow had to be put down."

A man has been taken to hospital "as a precaution" following a two-car collision in Nuthall Road, Nottingham this afternoon, police have said.
The road was closed while the vehicles were recovered but has since reopened.

A Nottinghamshire police officer charged with gross misconduct is due to attend a public hearing next week.
The officer has been charged with breaching standards of professional behaviour by misrepresenting his police powers, speaking aggressively to members of the public, unlawfully forcing a member of the public to allow him to enter a property and unlawfully using force against a member of the public during an arrest.
The hearing will be held at Nottinghamshire Police Headquarters at 09:30 on Monday 1 October.

A body found in Leicester last week has been formally identified as missing man Ezra Wale.
The 22-year-old was last seen in the Church Gate area of Leicester on Saturday 15 September.
His body was found in water in the Abbey Park Road area on Thursday afternoon. His death is not being treated as suspicious.
