The chairman of the collapsed Derby-based 3aaa apprenticeship company has criticised the way that £2m of public funds were suddenly pulled from the firm as "scandalous."
Derek Mapp, a former High Sheriff of Derbyshire and chair of Sport England, was appointed to the board of Derby-based 3aaa at the end of September 2014.
He said the Education and Skills Funding Agency (ESFA) pulled the plug on £2m of funding for 3aaa last week.
Mr Mapp said: "It is scandalous, it is a shame and it is something that should never have happened.
"They should have worked with the company to achieve a more orderly wind-down that would have safeguarded the employees and the apprentices."
A spokeswoman for the Department of Education, for ESFA, said: "We took the action we did because of serious wrong-doing."
She said the findings of a DfE investigation had been sent to Action Fraud and the department is trying to find new places for apprentices who were being trained through the company.

Martin Fletcher, City Highways director, said: "These are important works which have got to be done sooner or later and inevitably they’re going to cause some disruption and some delays."
