It's been revealed more than 600 people were found sleeping rough in Nottingham last year.
However, a charity that organises accommodation to get them off the streets has told us not everyone takes them up on their offer - despite the current freezing conditions.
Framework offers rough sleepers accommodation at shelters - as well as arranging more than 20 rooms at local hotels.
Kim Pike-Hoe, from the charity, said: "Some of those hotel rooms haven't been used. It feels very strange for them to go into that kind of environment.
"They might feel trapped or they might use drugs or smoke in the room - and then we get banned from being able to use that particular hotel again."

The University of Nottingham has said it's "proud" to be associated with Dr Stewart Adams and his "extraordinary contribution to patients".
It comes the day after the death of the 95-year-old who helped discover ibuprofen.

The Pro-Vice-Chancellor for science at the university added: "He is remembered for his successes in creating one of the most important painkillers in world but, as with many inspirational people, he had to bounce back from failures in earlier clinical trials before he and his team created ibuprofen.
"His generosity with his time allowed many generations of students and scientists to learn from his career."

Labour leader Jeremy Corbyn said he was forced to take a car to Derbyshire to speak about cuts to bus services - after the one he was waiting on failed to show up.
Mr Corbyn had arranged to meet residents and community leaders in Ilkeston and planned to travel there on a service that had suffered from a reduction in funding.
Despite saying he was "stoic" and would "see it through", he ended up accepting a lift to the Kirk Hallam Community Centre from Nottingham to ensure he was not late.
Speaking at the bus stop in Nottingham, Mr Corbyn told the Press Association: "We've been waiting 25 minutes for the bus - it was due at 42 [past the hour] and I look over there and it says 11.07am - and it has even disappeared off the information board.
"So I don't know what has happened to this bus but we're stoic, we'll wait, we'll see it through.
"But I think this kind of proves our point about private operators running buses and not doing it terribly well."
A spokesman for bus operator Trent Barton told BBC Radio Derby freezing temperatures had been causing mechanical issues across the fleet but the firm was "doing our best to keep folks moving".

The University of Nottingham is going to stop offering unconditional offers to prospective students from September.
The widespread practice was criticised last summer when it emerged nearly a quarter of applicants nationally received this type of offer.
The university said unconditional offers are "no longer relevant" and only students that already have their qualifications will get one.
It said there were also concerns at the variation between predicted grades and actual results for some students with unconditional offers. There were indications that some pupils lost their motivation.
