Fines totalling £17,000 have been issued to a tearoom and Christian bookshop that was refusing to close during lockdown.
The Mustard Seed in Gedling has referenced "common law" and the Magna Carta in its justification for remaining open.
On Saturday police and Gedling Borough Council visited and saw the business was "locked with a large number of people inside".
Two men were arrested - one has since been charged with obstructing a police officer and breaching Covid-19 regulations.
The council said it has now issued four fixed penalty notices for failing to comply with the regulations set out by the government.
The leader of the authority John Clarke said: "We have tried to work with this business but unfortunately they have continually ignored our warnings and national regulations and persisted to remain open.
"They have left us with no other choice but to use enforcement action against them, seeking support from the courts to secure immediate closure."
