The number of drivers caught using a mobile phone behind the wheel has almost halved in five years, the BBC can reveal.
Some 178,000 people were stopped in 2011-12 by police in the UK, compared with under 95,000 last year.
The National Police Federation said the drop was due to fewer traffic officers.

However, the number of drivers attending a road safety course shot up from 481 five years ago, to 2,121 last year.

A housing charity claims that one in eight tenants in the West Midlands has fallen victim to landlords breaking the law.
Research by Shelter , externaland YouGov found that tenants had suffered everything from abuse and harassment to seeing their belongings thrown out of the property and the locks changed.
Too often, the study says, people don't know their rights and need more help and advice.
It can take years to fulfil an ambition and for Tyrone Crabbe, it has taken more than half a century.

In 2005 Clare rambled with a group based at the Radbrook Day Service centre in Shrewsbury, for people with mental health difficulties. The group had been running for ten years at the time of the original programme, but in the intervening years the Day Service centre was closed and the walking group folded.
However one of the walkers in the original programme, clinical psychologist Penny Priest, has continued her interest in the mental health benefits of walking and introduces Clare to psychologist Guy Holmes who began a similar 'walk and talk' group in Shrewsbury which allowed original members to continue walking, and also brought new members on board.
