That figure has been put forward by NHS Providers, an organisation representing NHS trusts, and it said at least £250m would be needed annually to achieve the required increase in workforce numbers.
The Ockenden Review into baby deaths at the Shewsbury and Telford Hospital Trust said maternity staff had caused distress to patients by using "inappropriate language" and blaming grieving mothers for their loss.
It identified seven "immediate and essential actions" needed to improve maternity services in England.
Chris Hopson, chief executive of NHS Providers told The Independent: "Trust chief executives feel strongly that this is a really important agenda but they can't implement the recommendations from the Ockenden Review in full unless there is more funding made available."
Andrew Lloyd Webber has written a song as a tribute to Jackie Weaver, but says his friends in the US think he is "mad".
Ms Weaver, the chief officer of the Cheshire Association of Local Councils who lives in Whitchurch, Shropshire shot to fame, after a video was posted online, showing her battling to stay in control of a parish council meeting.

Shropshire's two councils have spent nearly £200,000 on sending letters to local residents during the pandemic.
The letters outline the support available to businesses and residents.
Shropshire Council sent out letters to all households for the first time last month and has spent £55,000.
While Telford and Wrekin has sent four letters since the start of the pandemic and has spent £139,000.
