Cabinet members are also in line for an increase, but other basic allowances for councillors will remain the same.
Chris Cumberbatch, chairman of the Ipswich and Suffolk Council for Racial Equality, external, has said in the past that a pay rise for for councillors might attract a more diverse set of councillors.
He told us: "I hope, regardless of this pay rise, they have been seriously thinking about how to make the council more representative - that for me is the main thing."
A decision on the pay rises will be voted on when the full council meets next week.

I've been trying to find out more about the reported flooding in Walton yesterday afternoon, and spoke to Stephen Summers, proprietor of Summers Butchers on the High Road.
He told me that it rained at around 16:00 "so heavy, and so hard for about 20 minutes that all the local drains couldn't cope".
Mr Summers, who said the road was flooded outside his shop, added that drivers weren't helping, as they were driving too fast and "creating waves".
Another businessman in the area said it "happens all the time", and he was "up to his knees" in the water in the road.
The water started receding, according to Mr Summers, at about 17:00.

The organisation hopes the figures will inspire more people to sign the donor register.
A local art historian says he has doubts on whether the album of drawings in the Royal Collection at Windsor Castle, which have now been attributed to Thomas Gainsborough, are in fact the work of the Sudbury-born artist.
Hugh Belsey, who went to see them two years ago, said: "I think they're too large a scale, which is a bit difficult to explain.
"It makes them rather lumpen and heavy and they look much better in reproduction when they're reduced than they do in real life as it were.
"The chalk is rather different from the chalks that I've been used to seeing in a lot of Gainsborough's drawings that I've looked at, and they lack a precision and a delicacy that I would expect with early Gainsborough.
"I'm afraid I need quite a lot of convincing by somebody who's seen as much as I have that they are by Gainsborough."

The leader of Suffolk County Council may be getting a significant pay rise, after an independent panel agreed most senior councillors at the authority deserve to get more money.
The panel, comprising people including Mark Pendlington from the Local Enterprise Partnership, external and Andy Wood, chief executive of Adnams brewers, external, believes Colin Noble's allowance (councillors don't receive salaries) should increase by £5,000 to just over £30,000.
To put this into context, the leader of Essex County Council gets £54,000.
The additional costs of this, and increases for other senior councillors, will be offset by reducing the number of councillors with special paid roles and cutting breakfast, lunch and tea allowances for all councillors.
We'll bring you reaction to this a little later.
The jury in the trial of 13 men charged in connection with the attack in Southend on football fan Simon Dobbin is due to return to court to continue its deliberations.
The five men and seven women are to return to Basildon Crown Court for 10:15.
Mr Dobbin, a Cambridge United fan who lives in Milldenhall, was left with brain damage after the incident.
One man has already admitted violent disorder, but the other 12 defendants deny that charge. All 13 deny conspiracy to commit violent disorder.
Fire crews are damping down a blaze at the Anglian Water site at the southern end of Ipswich docks.
It started at 23:00 yesterday and smoke has still been visible this morning.
Anglian Water says it is essentially compost - the company treats sewage at the site and turns it into soil conditioner for farms.
Emma Staples, from the water company, says: "The compost is stored in a safe place, away from water courses.
"We're ensuring the site remains safe and the sewage treatment works is continuing to operate normally.
"We're not sure what's caused it at this stage.
"It may have been spontaneous [combustion] with the hot weather; it may have been something untoward such as arson and that's what the fire service will look at."

An investigation into the cause of a fire on Cliff Quay in Ipswich last night, will start later on.
Suffolk Fire Service says four appliances, and a water carrier from Leiston, were involved in fighting the blaze on Raeburn Road South at its height - at the end of the docks close to the Orwell Bridge.
Station Commander for Prevention at the fire service, Phil Geeson, said: "The fire was quickly surrounded by the crews.
"They remain on scene just for site safety and damping down the edges.
"We spoke to the Environment Agency last night and they were happy with our tactic to allow that to burn under control."
The fire involved around 400 tonnes of what's been described by the fire service as an organic compound, a natural product of the water recycling centre.

Firefighters have been tackling a blaze at the Anglian Water Sewage Treatment Works on Cliff Quay in Ipswich overnight, where around 400 tonnes of green waste had caught fire.

Further heavy thundery showers will move eastwards this evening and overnight, although some places will remain dry.
Winds will be light, with temperatures falling to 13C (55F).
Tomorrow should begin largely fine and dry, with some brightness and sunshine - but thicker cloud and scattered showers will push north eastwards during the morning.
These showers will merge into longer spells of rain in the afternoon, becoming heavy at times.

More than 260 Airmen and 18 F-16 Fighting Falcon aircraft from the 52nd Fighter Wing of Spangdahlem Air Base in Germany have arrived at RAF Lakenheath, to take part in a flying training deployment.
Airmen from the 48th Fighter Wing and those visiting from the 52nd Fighter Wing will train alongside British allies during the pre-planned training engagement, which is scheduled to last several weeks.
The RAF Lakenheath website, external says the operations help fulfill a number of training requirements for both aircrew and support personnel on the ground, and are necessary to ensure a ready and capable force.
