Inspector Darren Taylor, from Mid Sussex Police, said he had not seen anything like it in more than 20 years of policing.
He tweeted:, external “Need to speak to an individual who thinks this is acceptable to do this to someone's else’s vehicle!”
It is understood the car has now been moved.

Chichester District Council has produced a post-Covid recovery plan for the city and surrounding area.
It will concentrate on preventing homelessness and supporting the arts, leisure and tourism.
Visit Chichester will see its annual funding trebled to £150,000, and the council will work more closely with homelessness charities such as Stonepillow, Four Streets and HEART.
Half a million pounds is also being made available through grants for community and economic recovery programmes.
Some staff at Chichester Cathedral face redundancies amid a sharp reduction in all of its main income streams, it has announced.
Officials said they saw no sudden return to normality in sight and that the decisions they were taking were a “source of pain and regret for us”.
It includes the permanent closure of the cathedral café. Cathedral officials said there had been a steady decline in customers and the existing cafe model was “no longer sustainable”.
It said in a statement: “To keep it open in these circumstances would cost a substantial amount and running a heavily subsidised café is not the right thing for the cathedral to do.
"The cathedral will continue to provide a hospitable welcome to visitors and worshippers, but will not itself be able to provide refreshments.”
In addition, the cathedral shop will close but it will return “in a new form when the time is right” and when the cathedral is again welcoming substantial numbers of visitors, the statement added.
The Green Party says collaboration is needed to guide the city out of the coronavirus crisis.

Managers at Bibendum said on Facebook, external they have taken the precaution to temporarily shut, test staff and deep clean the pub.
The statement said: "We have also been liaising closely with the local council and licensing teams to ensure the safety of our staff and guests.
"Our re-open strategy and pragmatic approach has been commended.
"Nevertheless, during these unprecedented times, the health and safety of our staff, customers and our beloved community as a whole, is valued far more than the operation of the business itself, and as a public service outlet we have a duty to protect everyone.
"With the above information, we have taken the precautionary measures to temporarily close the business and ensure all of our staff team get tested despite the lack of symptoms being exhibited, while completing a further deep clean and sanitisation of the venue.
"We will also continue to liaise with the local authority and assist with NHS Test and Trace accordingly, as we always have."

The city’s mayor Alan Robins will be among guests to attend the reopening of the striking building on Monday 27 July.
Civic leaders welcomed the news, describing it as “another step towards the city returning to a new normal”.
Councillor Carmen Appich, chair of the council’s tourism committee, said: “It’s fantastic news that, thanks to the hard work and commitment of staff, we are now able to re-open our wonderful Royal Pavilion.
The palace, a mixture of Indian and Chinese styles, was built for the Prince Regent, later King George IV, between 1787 and 1823.
It was designed by a team of architects led by Sir John Nash, who also designed parts of Buckingham Palace.
