Rival proposals for the future of the Manston airport site have been presented to Kent County Council councillors.
The loss-making airport closed in May 2014, with 150 jobs axed.
Current owners Stone Hill Park want to build 4,000 homes, a business park, a sports village and a country park, plus reopen part of the airport as a heritage aviation attraction.
Rival company RiverOak Strategic Partners (RSP) want to use the site for commercial and cargo flights.
Addressing the council's Growth, Economic Development and Communities Cabinet Committee, RiverOak, external outlined why east Kent needs an airport, citing that 30,000 jobs would be created by direct and indirect roles.
RSP’s research consultant Dr Sally Dixon said there was a high demand for air freight, with airports elsewhere at full capacity and three quarters of the country's air freight coming into the South East.
Planning director Angela Schembri added the local community did not want new housing, and there was massive support for reopening the site as a major gateway for international freight.
Stone Hill Park's, external managing director Paul Barber said its proposals would "bring future prosperity to east Kent which will be truly lasting".
He told councillors that if it was kept as an airport, it would "close within a few years and the chance to redevelop it will have gone".
