St Peter's Church in Sandwich chimes every 15 minutes but Dover District Council served a night-time noise abatement order.
Carole George, who is leading the Save the Chimes campaign, said there was clearly "widespread concern about the ability of one person to go against the wishes of the majority".
The bells are currently silenced between 23:00 and 07:00 GMT.

Thousands of tourists are stranded in Bali after the island's airport was closed over fears of an imminent major eruption of the island's Mount Agung volcano.
Airport authorities said 445 flights had been cancelled, affecting 59,000 travellers, including Sarah Murphy from Brighton.
Quote MessageWe're in Padang Padang which is in the south west part of the island. We can't see the volcano at the moment but we were closer a few days ago and it was kicking out quite a bit of cloud and ash then.
Quote MessageWe were meant to fly this afternoon but we got an email in the early hours of this morning saying our flight had been cancelled. We've now been rebooked on a flight leaving tomorrow so if that goes to plan we should be home by Wednesday, but it'll really depend on what happens next. We've been told if volcanic ash gets into the engine it breaks down so that's obviously a big concern.
Quote MessageWe're all in the same boat here but nobody seems too worried at the moment."
