A subsidiary company of Brighton and Hove Albion FC announced plans for the Swedish furniture store in Lancing as part of a scheme at New Monks Farm.
Last time they chose to delay the decision - watched by hundreds of members of the public on a sweltering evening in July.
Ahead of the meeting, there was movement on access to Lancing College and the environmental impact of the superstore, although fresh concerns emerged, including the future of a crossing over the A27 used by equestrians and cyclists.
Dozens of residents attended tonight's meeting.
Councillor David Simmons said: "Our families are expanding but there are no homes for them to live in."

Police investigating reports of poaching in Surrey have seized a haul of air rifles and other weapons.
It follows a number of reports of poaching and criminal damage around Bramley, Cranleigh and Alfold.
Officers were called to Snowdenham Lane, Bramley, around 00:45 BST on 29 September.
Three men were questioned and air rifles, catapults and ball bearings were recovered.
An 18-year-old man was arrested on suspicion of poaching, possession of a bladed weapon and possession of a firearm.

Harry and Meghan have left their final engagement in Sussex, the Joff Youth Centre in Peacehaven.
It was the first official visit to the county by the Duke and Duchess of Sussex.
Their day-long tour also took in Chichester, Bognor Regis and Brighton.
The royal couple are now on their way back to Kensington Palace.
The Duke and Duchess of Sussex met volunteers, staff and service users at the Survivors' Network, external, a Brighton organisation which helps those who've been victims of sexual violence.

Peacehaven had its creation and name heavily rooted in the events of World War One.
Originally conceived as a "garden city by the sea", it was the brainchild of businessman and entrepreneur, Charles Neville in 1916.
The aim was to create a town on the downs by the sea, a peaceful haven, where members of the public and, eventually, ex-servicemen would be able to purchase plots of land upon which they could build homes.
The name of the town was chosen in a competition.

A grandmother on holiday was killed in a multiple car crash when the driver of a high performance gold Jaguar lost control of his vehicle while over the drink-drive limit and on a stag party in north Cornwall.
Faye Rowe (pictured), 70, from Kent, who was in another car, and Daniel Chaffe, 30, from Helstone in Cornwall, the driver of the Jaguar, both died after a head-on collision near Camelford on 23 September 2017.
Mr Chaffe had been doing speeds of up to 120mph on the A39 shortly before the crash, an inquest heard.
Toxicology reports also found cannabis in his system.
At the hearing at Truro Magistrates' Court, the coroner recorded a conclusion of gross negligence manslaughter in relation to Mrs Rowe.
The conclusion for Mr Chaffe was one of accidental death.
