The B roads linking Teesdale and parts of Weardale to Cumbria are "impassible".
Police are warning that drivers are becoming stranded on these roads, which are being used due to the A66 being shut.
In a statement, Durham Constabulary said: "We are not exaggerating when we say these roads are extremely dangerous and should not be used."
A leisure centre in Alnwick has set up a makeshift dormitory where about 30 people spent the night yesterday.
Willowburn leisure centre decided to set up the room due to the closure of the A1.

More detail on that road closure now - The A690 is closed westbound from the A19 down to Houghton-le-Spring, police have confirmed.
This is due to "dangerous overhanging snow", which Tyne and Wear Fire and Rescue Service is currently assessing.
A diversion is in place towards the A183.

A National Holidays coach carrying 43 passengers got stranded on the A1 near Berwick last night, the company has confirmed.
It was travelling between Edinburgh and Newcastle when it got caught in the snow for at least eight hours.
All passengers were put up in a community centre in Berwick.
The firm says they're all "fit and well and in good spirits".
The driver is with them and has been in constant contact with the company, it added.

Just when it had seemed things couldn't get much worse, yesterday saw a warning that the UK might struggle to keep up with the demand for gas.
Thankfully, National Grid's first "gas deficit warning" for eight years has been withdrawn.
The power operator had issued the warning, saying it might not have enough gas to meet demand due to the current cold snap gripping the UK.
The warning was a call to the market to boost supplies.
National Grid said in an update, external: "With immediate effect the Gas Deficit warning issued for gas day 01/03/2018 has been withdrawn."
