It's been revealed that Newcastle City Council was forced to overspend on its child social care budget for 2017/18 by £5.66m in order to cope with demand.
At the end of March the authority were responsible for 558 children.
Now council chiefs are pledging to improve provision for the growing number of children in care by recruiting more foster families and creating residential homes.
Council leader Nick Forbes said that ongoing budget cuts to social care had put more families under severe strain and that improving support within Newcastle would mean more children will not be forced away from their schools and friends when they enter the care system.

Labour has tabled a no confidence motion in the Transport Secretary Chris Grayling (pictured).
The motion was led by Middlesbrough MP and Shadow Transport Secretary, Andy McDonald.
It comes after weeks of chaos following the introduction of new timetables on rail services operated by Northern and Govia Thameslink Railway.
Mr McDonald said he regretted having to table the motion, but felt he had "a duty to passengers to do so", he said:
"I'm afraid the breach of faith and trust is so great that the secretary of state's credibility will never recover," he said.
"There comes a point where the publicly accountable politician in charge of the railway should step up and shoulder the blame, it seems to me and I suspect to many rail users that we have more than reached that point."
Mr Grayling hit back, telling MPs that Labour's policy is "confused" and it's acting as a "mouthpiece for a trade union"

The use of cannabis for medicinal purposes is to be reviewed, which could lead to patients being prescribed drugs made from the plant, Home Secretary Sajid Javid has said.
The decision was prompted by recent high-profile cases of children with severe epilepsy being denied access to cannabis oil to control seizures.
Middlesbrough MP Andy McDonald whose teenage son died after an epileptic seizure has said he wonders "whether he would be with us now" if cannabis oil had been available to him.
He has called on the government to allow a blanket exemption on the use of cannabis oil to alleviate the illness.

People visiting this summer's Great Exhibition of the North will be able to do a musical sound walk along the River Tyne.
The music in Aeons: a sound journey for Newcastle will be from the Orchestra and Chorus of Opera North, composer and accordion player Martin Green of folk trio Lau and singer Becky Unthank.
A series of sensors along the riverside trigger each sound section
Martin Green said: "The river has been around for 30 million years one way or another and humans have moved in and around it.
"But that has made it slightly arrogant, but quite calm in its outlook to life. So it is quite dismissive of the pace of modern human life."

It comes after residents of the town saw their council tax bill rise by 4.99% in March.
Councillor Chris Hobson, the Conservative councillor for Marton West Ward says she will boycott the event.
She said: "I have been invited but I won't be going, I will not spend council taxpayers' money on frivolous things and for me it is quite frivolous."
The Middlesbrough Mayor Dave Budd defended the decision to spend the money promoting the new town hall. He said it showed investors the town's ambition:
"Let's put it into context, we've spent many millions of pounds on renovating the town hall, which is still the best building in Middlesbrough's history.
"This banquet is part of a whole series of events to reopen the town hall in it's present guise so we shouldn't take it in isolation."
