Ms Davidson says she cannot ignore that the Scottish government has pushed independence questions within hours of the EU vote.
The Scottish Conservative leader says it feels to many people across Scotland that the SNP is talking about nothing other than independence.
She says many people are "deeply worried" about the prospect of another referendum.
Ms Davidson says her party is seeking to amend the Scottish government motion but agrees with aspects of it.

Scottish Conservative leader Ruth Davidson says last week's decision was not the one she supported and she is "deeply disappointed by the result".
Ms Davidson says she has faith in Scotland and the UK's ability to meet the challenges now faced.
Ms Sturgeon concludes Scotland has voted to remain in Europe and the parliament must take every action necessary to support the will of the Scottish people.
Ms Sturgeon says independence is not the starting point in these discussions.
That is to protect Scotland's interests and place in the EU, she says.
The first minister says, however, there has been a material change as a result of the referendum.
If Scotland is to be removed from the EU that will be against the will of the people, she says.
That's why her government is preparing legislation for a second referendum and indyref2 is on the table.
However a vote for this motion is not a vote for independence, Ms Sturgeon says and calls on the Tories to back it.
