However Scotland has a very educated workforce, says the minister.

Mr Kerr says his party's amendment urges the Scottish government to measure the success of innovation centres.
He says the Conservatives welcome the review into the centres.
Mr Kerr says, under this government, job growth has stalled during the past decade and it is the worst in the UK.
He says the Conservatives support the government motion and amendments.
Scottish Labour MSP Richard Leonard says, to the supporters of the free market, it is worth noting that the links in the supply chain would not be possible without the innovation centre.
Mr Leonard says his party shares the Scottish Lib Dem concerns about a single statutory board.
He says the loss of an autonomous local board in the Highlands is a mistake.
