    Scottish Conservative Leader Ruth Davidson congratulates Nicola Sturgeon on the second anniversary of her being first minister.

    Ms Davidson raises the issue of apprentices and asks why there is a delay in the Scottish government on what it will do with the apprenticeship levy.

    Nicola Sturgeon says there has been no delay from the government, adding that the amount of the levy has reduced since Ms Davidson last raised this issue.

    The first minister says the levy is not additional money.

    Edinburgh has been named as one of the worst cities for road congestion in the UK in a survey of traffic conditions published in March. 

    The capital ranked 12th in the top 20 British cities surveyed by road traffic analyst, Inrix, for its 2015 Traffic Scorecard.

    A 5.3-mile stretch of the A8 from Princes Street to Maybury Road was the most congested road.

    Drivers spent an average of 43 hours in traffic jams on the A8 in 2015.

    Rural Economy Secretary Fergus Ewing says the government is in frequent contact with tenant farmers on a variety of topics.

    Mr Wightman says two weeks today tenant farmers may be evicted because the government have let them down. 

    He asks for legislation to hault the evictions.

    Mr Ewing says he cannot comment on this because it is a live case currently in court. 

    He says he will do everything he can to help tenant farmers.

    Ms McKelvie says further meetings of town centre regeneration should perhaps be arranged and asks what financial levers can be used to achieve this.

    Ms Constance says small business grants can help business flourish in the local area.

    She says the Scottish governments town centre regeneration plan lays out measures to achieve positive change.

    Jobs Secretary Keith Brown says manufacturing has the potential to be a key driver of exports for Scotland.

    Mr Brown says the government is taking a multi-partner approach in developing a business plan for a manufacturing institute. 

    Ms Haughey asks if the minister has considered Rutherglen as a location.

    Mr Brown says he's listened closely to what the member has said but the location will form part of a discussion with partners.

    Plans to support Scotland's manufacturing sector - including the creation of a joint centre of excellence and skills academy - were unveiled by the first minister in February.

    Speaking ahead of the announcement, Nicola Sturgeon said the industry supports about 190,000 people.

    She said the plan would reaffirm the government's commitment to growing and investing in the sector.

    Industry and education institutions will be encouraged to work together.

    Communities Secretary Angela Constance says the government is taking action with the resources available.

    Ms Constance says the measures are set out in the Fairer Scotland Plan.

    She says by 2021 the government will have spent £1b in tackling fuel poverty. 

    The minister says the government will not define fuel poverty away and will respond to the review.

    Scottish Labour has called for an "ambitious" new goal to eliminate fuel poverty.

    The party claimed the Scottish government had failed to meet its own target on the issue.

    Recent figures indicated 35% of households were in fuel poverty - defined as those who spend more than 10% of their income on heating costs.

    The Scottish government said £1bn was being spent on tackling the problem and on improving energy efficiency.

    It promised to look at any "constructive" proposals put forward by opposition parties.
