    Brexit Minister Mike Russell says his amendment would allow the government to come to parliament with regulations to allow the EU Continuity Bill to work with the EU Withdrawal Bill, if the EUWB is amended.

    Labour MSP James Kelly says he is sympathetic to amendment 60, but says the Delegated Powers Commitee have expressed concerns about it and asks for reassurance that the powers won't be overreached.

    The minister says he is happy to do so.

    Amendment 60 is unanimously agreed to.

    Tory MSP Murdo Fraser speaks to amendments 16 and 17 which deals with regulations being introduced by Scottish ministers in urgent cases.

    These regulations would be implemented immediately and remain in place for 28 days.

    Mr Fraser suggest 28 days is too long and his amendments therefore seek to reduce it to 21 days.

    Labour MSP James Kelly and Brexit Minister Mike Russell back the amendments.

    The chamber unanimously backs both.

    SNP MSP Ivan McKee speaks to his amendment relating to the meaning of "exit day".

    Tory MSP Adam Tomkins says Mr McKee's amendment confuses things and should be strongly resisted.

    Mr Tomkins says the Bill currently says exit day means the day the UK leaves the EU, which is clear.

    Labour MSP James Kelly agrees amendment 58 only adds confusion.

    Brexit Minister Mike Russell says he can't imagine why this amendment should be strongly resisted, except to says he is not sure anyone, especially not Scottish fishermen, would believe a word the Tories say about Brexit these days.

    Amendment 58 is agreed to with 68 MSPs backing it and 58 against.

    Brexit Minister Michael Russell says his amendments are consequential to Mr Bibby's amendment and he recommends agreeing them all.

    Amendment 47 is unanimously agreed.

    Labour MSP Neil Bibby speaks to his amendment on explanatory statements on social protection and workers’ rights and the minister's two amendments in the group.

    Mr Bibby says Brexit could undermine social protectin and workers' rights, which must not be allowed to happen.

    He says his amendment 47 would requrie ministers to make explanatory statements relating to consumer protection when a draft is made.

    The Labour MSP says this places an additional reporting requirement and enhances scrutiny.

    Tory MSP and Delegated Powers and Law Reform Committee convener Graham Simpson commends Ross Greer for brining these amendments in the first place.

    He says yesterday was the first opportunity for the Delegated Powers and Law Reform Committee to look at the amendment.

    However he says Mr Greer's amendment was felt not to provide enough scrutiny time.

    He says the two SNP MSPs, Sturart McMillan and David Torrance, on the committee appeared to changed their minds as a result of strong arming by ministerial colleagues.

    Mr McMillan intervenes to says there was very important information withheld from the committee that led to the change of mind.

    The committee convener says the so-called pertinent information was that he had a telephone conversation with Mr Russell on Friday saying the government would back Ross Greer's amendment.

    Brexit Minsiter Mike Russell says he accepts the Scottish Parliament should have control in Brexit related statutory instruments.

    Mr Russell says he is pleased Ross Greer's amendment strikes the right balance.

    He calls on MSPs not to back Graham Simpson's amendment 65, tabled on behalf of the Delegated Powers and Law Reform Committee and also his amendment 44A.
