Transport Secretary Michael Matheson told MSPs the government is expected to miss its target for 10% of everyday journeys to be made by bike by 2020.

Opposition parties responded critically to his message, with one MSP describing the increase in those cycling since 2010 as "woeful".

Earlier MSPs agree to Roseanna Cunningham's net-zero emissions target of 2045.

The climate change committee rejected Mark Ruskell's call for the earlier target of 2042.

The Scottish government committed to net-zero greenhouse gas emissions by 2045, five years ahead of the UK as a whole.

UK military personnel, veterans and their families are being "completely failed" when they need mental health care, a committee of MPs has said.

In a report, they said it was a "scandal" that a "shamefully small" part of the UK's health budget was spent on support for veterans.

The NHS and Ministry of Defence should create a specialist mental health centre those in need, the report said.

The UK government said it spends millions on armed forces' mental health care.

Veteran's Minister Graeme Dey welcomes the cross-party consensus in wanting the best for those who have served their country and indeed their families.

The vast majority of men and women who leave the armed services go on to lead productive successful lives in the community, however some do struggle, he says.

Mr Dey praises the work of the Unforgotten Forces Consortium, external and he tells of his meetings with them.

A former soldier from Aberdeen has called on the Ministry of Defence to do more for veterans suffering from Post Traumatic Stress Disorder (PTSD).

Andrew Christie, who served in Northern Ireland, Kosovo and Iraq, said he was diagnosed with PTSD while serving with the Royal Regiment of Scotland.

The 36-year-old said charities were being left to pick up the pieces.

The MoD said it was "committed to helping any member of the military community who is struggling".

A veteran from the Highlands has been telling of his journey from being a mechanic in a bomb disposal team, to ending up homeless in someone's attic to rebuilding his life through work.

Terry, from Inverness, spent seven years serving in the British Army, on tour in Northern Ireland, Belize, Germany and Iraq.

He speaks positively about his time there but after he returned home Terry struggled to adjust, often finding it challenging to complete mundane tasks, interacting with people and pay bills.

"I just lost all respect for myself. I found it very difficult just coping with things after I left the Army," he says.

Mr Corry says Scotland is fortunate to have a range of charities willing to help veterans in a range of ways.

Over time our response has become attuned to the layered nature of support veterans require, he states.

The Tory MSP goes on to detail services available via the Unforgotten Forces Consortium and adds it has opened doors between partners to discuss how best to help.

It is made up for 16 organisations to deliver a range of services to support veterans over 65, including helping them to access healthcare and advice.

Green MSP Andy Wightman speaks to his "modest amendment" 194 from Group 14: Local development plan: examination.

Tory MSP Graham Simpson says his amendment would give an appointed person a new power if they are not satisfied with the land they have been allocated.

The minister says his amendment will ensure that housing requirements are assessed up front and independently assessed at the end of the programme.

Mr Stewart says he won't back Mr Wightman's amendment.

It is duly rejected, with 32 MSPs backing it and with 88 against.

Mr Simpson's amendment is agreed to, albeit with 28 MSP voting against it.

The minister's amendment is agreed to.

The next grouping is on local place plans and the minister tells the chamber his amendments seek to widen the support available for them.

Labour MSP Alex Rowley says his party is sceptical about local place plans and how they would work.

He points to high costs which may be associated with them, adding some communities will lack the capacity to develop plans.

His amendments seek a review of the plans to take place after seven years.
