    If they backed his amendment the principle of 'agent of change' would be at the heart of the bill, he argues.

    He moves his amendment 175 and this does get unanimous backing.

    This will not last.

    Green MSP Andy Wightman points out he supported amendments from Adam Tomkins and Lewis Macdonald, with the condition that they worked together which did not happen.

    The government seems to be happier to work with Conservatives rather than more widely, he ponders.

    Mr Wightman wishes to retain the 'agent of principle'

    Tory MSP Adam Tomkins says it is a good thing his party is working with the government for the public good.

    Mr Tomkins says he is glad one of Mr Macdondald's amendments has the minister's backing, which puts the 'agent of change' principle in the bill.

    He says Mr Macdonald's proposals have a cost of £330m, which is why he can't back the rest of his amendments.

    Labour MSP Pauline McNeill says the minister promised to protect music venues and this bill does not do that.

    "If you do not make it clear on the face of the bill then you do risk not living up to the promise that you made."

    The minister says this contribution is "absolutely pitiful", insisting the government will go even further than agent of change in policy.

    Ms McNeill suggests the minister is not listening to the venues.

    I do not think it's daft and I do not think it's too much to ask, she argues.

    Tory MSP Adam Tomkins reiterates there is no amendment to remove section 14F which includes the agent of change principle.

    "We need belt and braces here," the Labour MSP replies.

    If it's not in the legislation planning authorities can ignore it and it does not include reference to live music venues specifically she argues.

    Kevin Stewart agrees that we need to protect and encourage music venues and they should not be put at risk by new developments.

    The local government minister says the new National Planning Framework will address this issue and says he did not wait for the NPF.

    He says he instructed the government's chief planner to write to all authorities to ensure the agent of change policy is being adhered to right now.

    Mr Stewart says Mr Macdonald went too far at Stage 2, where his amendments would have led to a no-development zone and a no-culture zone.

    He says Mr Macdonald has refused to accept this and says his proposals are "daft".

    The next group of amendments deal with cultural and music venues.

    During stage 2, amendments were passed to include the "agent of change" principle in the bill, which requires developers moving into areas containing music venues to pay for any soundproofing needed.

    Labour MSP Lewis MacDonald explains his amendments clarify how to apply the agent of change principle.

    The government would prefer the principle is a matter of policy, not law, and the minister's amendment reverses changes made at stage 2, the Labour MSP explains.

    We also want to strengthen the current law on this issue, he adds.

    Mr MacDonald insists there is an "immediate threat to iconic venues" if reference to the agent of change principle is removed.

    After a wee interchange amendments 59 to 63 are agreed to on block.

    Amendment 64 causes a bit of controversy, but also makes it through, albeit with some MSPs demurring.

    Mr Stewart insists he has talked more about young people being involved in the planning process than anyone else.

    The minister points to digital planning engagement with young people.

    Tory MSP Jeremy Balfour speaks to his amendment in this group, saying he is grateful to the minister for accepting his amendment to the amendment.

    The amendment adds "including for older people and disabled people" to this part of the bill.

    Labour MSP Alex Rowley warns against an amendment that would mean less engagement with young people and speaks to his amendments in the group.

    Mr Rowley wants the needs of children to be put at the heart of the planning system and adds disabled people are being let down by the government due to a lack of suitable housing.

    Turning to the group on local development plans, the minister says this has become one of the most confusing sections of the bill as a result of the many stage 2 amendments.

    I have sought to take on board changes made by members but also seek to bring clarity, he tells the chamber.

    Three amendments will require Gypsy/Traveller communities to have their accommodation needs considered by local authorities, Mr Stewart adds.

    Andy Wightman backs the regional spatial strategies.

    Alex Rowley highlights cuts to local authority planning departments with regional strategic planning staff also facing severe cuts.

    "The government needs to get real and realise that a world class planning system has to be properly resourced," the Labour MSP says.

    Tory MSP Graham Simpson says there was a view that getting rid of regional strategic partnerships was unnecessary.

    Mr Simpson supports these new amendments, however, as these proposals promote growth and are unlike the original plans.

    The amendments are all unanimously passed.

    We're back with the minister setting out a new approach to strategic planning, as he speaks to his amendments in Group 9: Strategic development and regional spatial strategies.

    Mr Stewart details the duties his amendments will impose in terms of regional spatial strategies.

    He confesses he has had to be rather direct about the shortcomings of the existing regional planning.

    These amendments strike a good balance and will help to modernise strategic planning, he says.
