    MSPs have rejected Mark Ruskell's call for the sooner target of 2042, with five MSPs voting against it, one backing it and one abstaining.

    The Scottish government committed to net-zero greenhouse gas emissions by 2045, five years ahead of the UK as a whole.

    MSPs agree to Roseanna Cunningham's target of 2045 with six votes for and one abstention.

    The committee takes a comfort break of 15 minutes.

    Clearer plans are needed on how climate change will be tackled, according to Holyrood's environment committee.

    It says the Scottish government needs "well-defined plans" on achieving net-zero greenhouse gas emissions as part of its Climate Change Bill.

    The Scottish government has committed to net-zero greenhouse gas emissions by 2045, five years ahead of the UK as a whole.

    First Minister Nicola Sturgeon has also declared a "climate emergency".

    Ms Cunningham says she cannot support this amendment as the Scottish government has set out in detail why setting specific sectoral targets is not desirable.

    These targets could lead to more cost she explains and she points out many measures cut across sectors.

    MSPs reject the amendment, with three voting for it and with four against.

    The committee is now taking a 15 minute comfort break.

    Climate Change Secretary Roseanna Cunningham says she has some sympathy for the amendments from Mr Ruskell and Ms Beamish.

    However she explains why she is asking them to withdraw them, although accepting the link between infrastructure and emissions.

    She pledges to work with both MSPs before Stage 3 proceedings.

    The cabinet secretary explains she is offering a review of the current processes and outputs.

    She points out a legislative requirement on environmental impacts already exists and says every piece of legislation would require additional bureaucracy if Ms Beamish saw her amendment put in the bill.

    Mr Ruskell withdraws his amendment.

    Green MSP Mark Ruskell highlights the importance of the budget in terms of meeting climate targets.

    He welcomes commitments to increase investment in low-carbon infrastructure, before explaining his amendment seeks to strengthen this commitment by placing it in legislation.

    In terms of public body budgets, he says it will be important to hold the public sector to account on emissions reductions and "no part of the Scottish public sector can be exempt".

    Labour Claudia Beamish says her amendments in this group will ensure the impact of investment is clearly set out and will therefore increase scrutiny across all portfolios.

    The environment committee continues with stage 2 amendments to the Climate Change (Emissions Reduction Targets) (Scotland) Bill, external this morning.

    Committee convener Gillian Martin tells MSPs "it's been a long morning" and indeed it has with 150 amendments being looked at today.

    SNP MSP Angus MacDonald says his amendment seeks to put the importance of the 1.5℃ target being put on the face of the bill.

    Mr MacDonald cites public support for this call and is backed by Mark Ruskell.

    The cabinet secretary accepts the focus on the 1.5℃ target has grown and supports Mr MacDonald's amendment in principle, but expresses concerns about the drafting.

    The minister asks her colleague to withdraw it, which he does.

    Lib Dem MSP Liam McArthur explains his amendment seeks to reflect the fact that emissions have a greater effect when released at altitude - in other words, from aviation.

    He explains in part it is about future proofing the bill as further research from the Committee on Climate Change comes forward.

    The cabinet secretary lends her support to the amendment and the committee backs it.

    Climate Change Secretary Roseanna Cunningham speaks to her amendments from the group relating to sectors to be covered: relevant body advice and climate change plan.

    Ms Cunningham lists the sectors to be added to the face of the bill and explains the amendments have emerged as a result of recommendations made by the committee.

    She calls on Liam McArthur and Maurice Golden to withdraw their amendments, which they do with the pledge from the minister to have discussions on the minister.

    The cabinet secretary's amendment is unanimously agreed to.

    MSPs reject Claudia Beamish's amendment which would have included:

    "Scotland’s share of the global emissions budget that accords with the United Nations Framework Convention on Climate Change principles of equity, common but differentiated responsibility and respective capabilities, to limit global temperature rise to the agreed goals of the United Nations climate agreements."

    Two MSPs backed it, but five voted against it.

    Instead, the committee agrees the following definition lodged by the cabinet secretary:

    "the holding of the increase in global average temperature to well below 2℃ above pre-industrial levels, and pursuing efforts to limit the temperature increase to 1.5℃ above pre-industrial levels."

    The next group of amendments related to the "fair and safe Scottish emissions budget".

    The environment secretary explains her amendments seek to align definitions more closely with the Paris agreement and will also ensure the budget is updated on the advice of the CCC.

    She urges Labour MSP Claudia Beamish to withdraw her amendments and accept the government amendments, and offers to work with the member over summer on stage 3 changes.

    Ms Beamish suggests it would be preferable if both amendments be withdrawn at this stage to allow the two of them to work together, accepting they seek a similar effect.

    I do not consider the cabinet secretary's definition goes far enough, she insists.

    Climate change campaigners have set up a campsite in the grounds of the Scottish Parliament.

    Extinction Rebellion Scotland said the Holyrood Rebel Camp was their "biggest ever gathering" and would remain on the site for the next five days.

    They are calling on the Scottish government to do more in response to what they call a "climate crisis and ecological breakdown".

    Organisers said the camp would see "non-violent direct action" in Edinburgh with various workshops and events taking place for those on the Holyrood site.

    Climate change campaigners were arrested last night after closing off several major roads in Edinburgh city centre as part of a week-long protest.
