    • continuing to support mental health, with a 24/7 crisis support service for children and young people and their families, a community wellbeing service enabling self-referral for children and young people and a £5 million investment in a community perinatal mental health service across Scotland
    • taking forward planning to mitigate the worst consequences of a ‘no deal’ Brexit
    • Referendums Bill to go forward this year

    Ending Scotland’s contribution to climate change is the focus of this year’s Programme for Government, Nicola Sturgeon announced in Parliament.

    Here's some of the measures to tackle climate change from the PfG:

    • £500 million to improve bus infrastructure across the country to encourage more people to use public transport
    • plans to decarbonise Scotland’s railways by 2035
    • make the Highlands and Islands the world’s first net zero aviation region by 2040.
    • a ‘Green New Deal’, harnessing the power of the Scottish National Investment Bank and creating a £3 billion package of investments to attract green finance to Scotland
    • develop regulations so that new homes from 2024 must use renewable or low carbon heat
    • targeting a minimum of £30 million of support for renewable heat projects

  3. Rennie says mental health changes 'too slow'published at 15:44 British Summer Time 3 September 2019

    Scottish Lib Dem leader Willie Rennie criticised the Scottish government's record on mental health services for young people, pointing to rising suicide rates and a delayed strategy.

    Ms Sturgeon accepts that long waiting times are unacceptable and insists reforms are taking place to tackle this.

    "It is far too late and far too slow for young people right now," replies Mr Rennie.

    He goes on to criticse the government on a number of other areas, including public transport, climate change and education.

    Ms Sturgeon suggests this is hyperbole, before criticising the Lib Dems for saying it would not support a new general election.

    Scottish Green Party co-leader Patrick Harvie says transition also means moving away from high carbon industries.

    Mr Harvie says the first minister cannot say the fossil fuel industry has a major role in future.

    Ms Sturgeon says there must be a managed and fair just transition and insists the Scottish government is working towards that.

    The first minister adds that transition must be to low carbon and renewable industries.

    Scottish Green co-leader Patrick Harvie says many of the climate measures announced refer to technologies that do not yet exist.

    He calls for free bus travel for young people.

    Ms Sturgeon says she makes no apology for having the longer-term ambitions on the climate, insisting it will put Scotland at the forefront of technology.

    She highlights plans for the priority bus scheme and efforts to decrease journey times, before pointing to public transport concessions for young carers and modern apprentices.

    She also questions the cost of giving all young people free bus travel.

    Mr Leonard asks if the first minister is calm that housing costs continue to rocket and the reliance on food-banks continues to soar.

    He calls on the first minister to back Labour plans for a Mary Barbour Bill to cap rent rises and its plans to enshrine the right to food in law.

    The Scottish Labour leader also calls for a publicly owned bus network and publicly owned railway.

    Ms Sturgeon says she wants to give Scotland a better future by taking these issues into Scotland's own hands.

    She adds she is happy to look at any suggestions going forward.

    Scottish Labour leader Richard Leonard says the attainment fund is not enough to raise standards in education, pointing to recent exam results.

    Ms Sturgeon insists the attainment gap is at a record low, though accepts there is more to be done.

    Regarding exam results, she argues there will naturally be fluctuations year on year.

    Mr Leonard pivots to CAMHS, suggesting the pace of change is not quick enough.

    The first minister says actions are being taken forward, including the recruitment of school counsellors and improving specialist services.

    Ms Sturgeon says: "It is probably embarrassment that is making his face go a little bit red" when comparing the Westminster government with the Scottish government.

    In response, Mr Carlaw says: "Not my skin tone again, listen first minister at least I've got a full head of my own naturally coloured hair", which brings angry shouts on the SNP benches.

    The first minister responds to Mr Carlaw saying: "Within a matter of days of losing their female leader, the interim leader has just managed to insult practically every woman in the country".

    Mr Carlaw turns to climate change, highlighting a missed recycling target and not meeting air pollution standards.

    "We are behind you on the need to tackle climate change" he says, urging her to do so.

    We have set out a range of actions we have taken and Scotland is recognised internationally as being ahead of the world on meeting targets, Ms Sturgeon responds.

    She criticises the Tories' support for cuts for air departure tax.

    Mr Carlaw says this morning government figures published today showed 4,000 empty nursing/midwifery vacancies and 500 empty consultant posts.

    CAHMS waiting times have fallen again with a third of vulnerable youngsters waiting too long for care, he adds.

    Mr Carlaw pivots to the delay in opening the new sick kid's hospital for Edinburgh and asks on what date will it open.

    Ms Sturgeon says on NHS workforce, staffing levels have increased 13,200 wholetime equivalent staff members since the SNP took office.

    She says the situation around the Edinburgh Sick Kids is clearly unacceptable, but insists patient safety has been prioritised by the health secretary.

    The first minister adds Jeane Freeman will make a statement on the hospital next week.

    Tory interim leader Jackson Carlaw says 30 promises made in previous government programmes have been broken or delayed, such as the Education Bill and new social security benefits.

    When that's her record, why should anyone believe this latest wish-list will be delivered, he asks.

    Ms Sturgeon says the provisions of the Education Bill are in operation already.

    She goes on to criticise a press release put out by the Tories earlier, arguing many of the claims are wrong or "nonsense".

    The first minister pivots to Brexit and legislation that will be brought in to allow devolved law to be aligned with EU law, sending a message underlining Scotland's desire to be in the EU.

    She says as long as no-deal remains a risk the Scottish government will do all it can to plan for it.

    The first minister says the measures are about mitigation of bad Westminster decisions, which is not what this parliament should be all about.

    She insists her programme for government meets the challenges of the future and she commends it to parliament.

  19. New fund for homelessness charitiespublished at 15:07 British Summer Time 3 September 2019

    Ms Sturgeon says a new fund for third sector organisations involved in tackling homelessness will be launched this year.

    She confirms the Scottish government is on course to delivering its target of 50,000 affordable homes by 2021.

    Discretionary housing payments are set to continue to the tune of £63m to mitigate the so-called bedroom tax.

  20. First Scottish Child Payments by Christmas 2020published at 15:06 British Summer Time 3 September 2019

    Ms Sturgeon says in the autumn, young carers will start to receive £300 per year through the Young Carer Grant.

    She adds that in spring 2020, young people will receive the first payments under the Job Start Payment, assuming cooperation from the UK government.

    The first minister says for children under six, the first Scottish Child Payments will be made by Christmas 2020, giving families who need it most an additional £10 per child per week.

    Delivery of the new Parental Employability Support will begin, she adds.
