    Ms Sturgeon says there will be better mental health support for new mothers and a plan to provide 800 new mental health professionals.

    She points to £100m investment in primary care and tells MSPs there will be a new body established to oversee NHS infrastructure projects, in light of the delay in opening Edinburgh's children's hospital.

  4. Attainment fund continues until 2022published at 14:55 British Summer Time 3 September 2019

    On education, the first minister announces that the attainment fund will continue until 2022 and a further £15m for additional support needs.

    The first set of schools to be built under a new building scheme is to be announced soon and will include Woodmill High, the FM confirms.

    Ms Sturgeon goes on to set out a raft of measures to improve support for care experienced young people, including removing the age limit of support for university and getting rid of dental care fees.

    Ms Sturgeon says the Scottish National Investment Bank will provide £2bn for companies to help achieve key national missions.

    The first minister tells the chamber the primary mission of the bank will be achieving the transition to net-zero economy.

    It will begin investing in 2020, supported by the £15m Building Scotland Fund and a further £340m in investment to 2021. Securing the transition to net zero will be the bank's primary mission, she adds. The bank will be supported by £130m in the coming year.

    A Green Growth Accelerator will be created to enhance Green City Region Deals, the first minister says.

    She goes on to say that the Scottish government will bring to market a £3bn Green Investment Portfolio for climate emergency projects.

    Turning to energy, the first minister confirms an action plan on hydrogen will be published, as well as a new offshore wind policy.

    Acknowledging calls for North Sea oil and gas extraction to stop, Ms Sturgeon warns doing this too soon will simply lead to more imports.

    However, she confirms support for the oil and gas sector will now be conditional on actions to ensure sustainable transition.

    Ms Sturgeon announces plans to brings forward a Circular Economy Bill.

    Ms Sturgeon cites measures to be undertaken to help tackle climate change, including:

    • new forms of financing will be sought to increase the use of low emission buses across the country
    • reduce congestion with new investment of more than £0.5bn
    • update energy efficiency routemap
    • mobilise £11bn of annual public procurement to support climate emergency response needs
    • signal that every one of Scotland's city centres will be vehicle emission-free by 2030
    • £30m for Scottish Low Carbon Heat Funding, including heat pumps
    • public bodies to have to set out how they will meet climate change obligations

    Ms Sturgeon confirms a number of non-legislative steps to tackle climate change, including the publication of a finalised transport strategy and an updated climate change plan.

    She announces:

    • support for the uptake of electric and ultra-low emission vehicles, including making it easier to purchase with loans
    • Highlands and Islands airports will be world's first zero-emission aviation region, with flights and operations fully decarbonised. Low emission flights will be trialed in 2021.
    • All flights between airports within Scotland will be decarbonised by 2040
    • A fully electric trains (with battery and hydrogen options to be explored). Timescales for this will be set out in Spring.

    The PM faces a showdown in Parliament later as MPs aim to take control of the agenda to stop a no-deal Brexit.

    Ex-chancellor and Tory rebel Philip Hammond said he thought there was enough support for the bill, seeking to delay the UK's exit date, to pass.

    No 10 officials warned the prime minister would push for an election on 14 October if the government lost.

    Boris Johnson said he did not want an election, but progress with the EU would be "impossible" if MPs won.

    First Minister Nicola Sturgeon says the centrepiece of today's Programme for Government is to tackle to climate emergency.

    But first she turns to Brexit, arguing a no-deal Brexit is "completely and utterly unacceptable" for Scotland.

    Ms Sturgeon says the government will seek to minimise the impact but not everything can be mitigated.

    The first minister confirms that during the passage of the Referendums (Scotland) Bill, she will seek a section 30 order from the UK government.

    The first minister will now outline her Programme for Government (PfG) for 2019/20.

    There had been some speculation the PfG, entitled Protecting Scotland’s Future, will unveil 14 new Bills for the coming year – as well as a raft of non-legislative announcements. would be delayed by Nicola Sturgeon due to events around Brexit in this crucial week for Westminster.

    However Ms Sturgeon will unveil 14 new bills today, as well as continuing legislation from last year.

    Climate change, the economy and building a fairer country are central to the Scottish government's plans for next year, Nicola Sturgeon has said.

    The first minister is due to announce the programme for government as MSPs return to Holyrood on Tuesday.

    Speaking ahead of the unveiling, Ms Sturgeon said the Scottish government would do "everything in its power" to prevent a no-deal Brexit.

    She also said there had been a "meltdown" at Westminster.

    The family of a man who died after being restrained by prison staff have called for action to be taken against them.

    Allan Marshall suffered a cardiac arrest during a protracted struggle, leading to fatal brain damage in 2015.

    A fatal accident inquiry, external ruling published this month concluded his death was "entirely preventable".

    The Scottish Prison Service has offered to meet the family to discuss their concerns.

    Education Secretary John Swinney confirms the Scottish Futures Trust is working with the councils to look at options to ensure young people can return to education.

    A new Woodmill High will be constructed in the first phase of the new learning investment programme, he confirms.

    Mr Rowley says this could take three or four years and wonders if something could be done in the medium term.

    It is unlikely that the school infrastructure currently there can be utilised, replies Mr Swinney, but commits to engaging with Fife Council about medium-term solutions.
