That's all from Holyrood Live on 11 September 2019.

Health Secretary Jeane Freeman told MSPs the new children's hospital in Edinburgh won't be fully operational for at least another year,

The Sick Kids facility was due to open in July, but last-minute inspections found safety concerns over its ventilation systems.

Now a new report has found at least £16m worth of work is needed.

NHS Lothian is paying about £1.4m in monthly repayments to the private consortium which built the facility.

An independent review of the governance arrangements for the new hospital found that the main issue with ventilation in critical care stemmed from an error in a document produced by NHS Lothian at the tender stage in 2012.

  12. This debate proves we need this citizens assembly more than ever - Russellpublished at 16:58 British Summer Time 11 September 2019

Mike Russell says this debate has proved that we need this citizens assembly more than ever to allow discussion on these issues without the rhetoric we've heard this afternoon.

Constitutional Relations Secretary insists the remit of the assembly is:

    • what kind of country are we seeking?
    • how do we tackle the challenges facing Scotland including Brexit?
    • what further work is needed to help make the informed choices?
    Mike RussellImage source, bbc

Mr Russell says the assembly has a clear remit and it will be fully transparent.

It will set its own agenda and has been established as an act of good faith, he adds.

He hopes "this fully independent assembly" will convince the Tories to engage with it.

He insists it is important the voices of the Tories and Lib Dems are heard in this process.

  13. There is 'justified suspicion' assembly is to push independence - Tory MSPpublished at 16:51 British Summer Time 11 September 2019

    Tory MSP Donald Cameron

Tory MSP Donald Cameron says his party are not against the premise or principle of citizens assemblies.

It is the process that we object to, he explains.

There is a justified suspicion that the assembly is only to further the independence agenda, he argues.

There is no mention of the NHS, schools or infrastructure, all of which could have been supported by a citizens assembly Mr Cameron states.

The Tory MSP concludes saying he hopes he is wrong that the assembly seems only be to push for independence.

Lib Dem MSP Mike Rumbles intervenes during Alex Rowley's speech to says if the Labour MSP believes the SNP's motivation for this assembly is not linked to independence, then he has a bridge to sell him.

Mr Rowley says he is very confident about the arguments about the future of Scotland and that the economic case for independence does not stack up and he's confident he'll win those arguments.

Mr Rowley adds Scotland is being let down by Westminster and he adds if Lib Dem MSP Mike Rumbles was confident with his arguments, he would engage with the assembly.

He urges the Tories and Lib Dems to meet with the co-conveners of the Citizens Assembly to discuss their concerns and reasons for not engaging.

  17. Harvie regrets Tories and Lib Dems not buying into citizens assemblypublished at 16:30 British Summer Time 11 September 2019

Mr Tomkins says in Ireland the citizens assembly had all-party buy-in and that is not the case here in Scotland and that is what he regrets.

I regret that the Scottish Conservatives are not buying into this assembly, says Mr Harvie.

Lib Dem MSP Mike Rumbles says we face a climate emergency and Mr Harvie of all people should want the first assembly to address this.

Mr Harvie insists the current constitutional crisis also constitutes an emergency.

  18. 'Further constitutional change is coming' - Harviepublished at 16:26 British Summer Time 11 September 2019

He says is was "chronically" missing in 2016.

"Further constitutional change is coming" whether Brexit goes ahead or whether it is stopped he states.

Let's make sure that when it comes, it is as informed as it could be using the deliberative process, Mr Harvie argues.
