    Tory MSP Miles Briggs says the cabinet secretary expects us to believe that human error and confusion means no minister is responsible for the seven year delay of that project.

    The statement today suggests the health secretary is to hang NHS management for this problem, he says.

    Mr Briggs asks what responsibility ministers will take for this.

    Ms Freeman refutes the suggestion she is "sneaking" reports out and insists she is acting on them.

    Responsibility of infrastructure builds rests with boards, and therefore is is NHS Lothian that is responsible for compliance she argues.

    "We are addressing these issues."

    Ms Freeman says it is "unacceptable" that the project cannot be delivered on time and accountability at NHS Lothian must be looked at.

    The Scottish government health and social care management board has escalated NHS Lothian to stage four for this project, meaning there is significant risk to quality and safety she explains.

    This means an official has been appointed who will report back to the government directly.

    The additional costs arising from the works required is currently estimated at £16m Ms Freeman states.

    Ms Freeman says the government will create a new national body for reducing and managing risks in the health care environment.

    The NSS and KPMG reports are detailed says Ms Freeman, so she will meet with opposition party spokespeople tomorrow to discuss them.

    Ms Freeman says phase 2 is to assess fire, medical gases and electrical safety and while a work in progress, there is no indication this will cause a further delay.

    Significant work must be undertaken to make the site compliant, the health secretary says.

    She says the NSS work can be undertaken alongside the work on ventilation.

    The work on the critical care ventilation will take time and she says she won't authorise a move to the site until the ventilation is compliant.

    Ms Freeman says Edinburgh Sick Kids' will not move from its current site until next autumn.

    She says the DCN will be able to move in Spring next year.

    Health Secretary Jeane Freeman says safe care for children is her overriding priority.

    One of the two reports published today identifies issues with the buildings, she explains.

    These are:

    • problems with ventilation in critical care as previously identified, as well as remedial action elsewhere, particularly in the oncology and haematology departments
    • remedial and precautionary action is recommended for water systems, though no widespread contamination was found
    • drainage and plumbing requires active monitoring, but it is considered low risk

    Ms Freeman says NHS Lothian has accepted all these recommendations and an action plan has been published.

    The project to build a new children's hospital in Edinburgh will cost a further £90m.

    A new Audit Scotland report shows that £80m has been spent on "enabling and equipment works" at the site - beyond the deal with consortium IHSL.

    A further £11.6m was given to IHSL to end a contract dispute over construction standards at the hospital.

    The extra costs mean the lifetime price tag of the new hospital could be more than £520m.

    Constitutional Relations Secretary Mike Russell says no one should underestimate the significance of prorogation.

    It is significantly longer than any prorogation of modern times and the prime minister took these steps before MPs had returned from summer recess, he states.

    It should give all of us "grave cause for concern", Mr Russell argues.

    Mr Allan points to today's ruling the prorogation was unlawful.

    The cabinet secretary says a Downing St spokesperson suggesting the Scottish court was bias is "outrageous".

    "The right reaction to this is to recall parliament."

    Last year the the Information Commissioner criticised the Scottish government's handling of Freedom of Information (FoI) requests.

    A report by commissioner Daren Fitzhenry, external found "unjustifiable, significant delays" in some cases.

    He also said journalists and political researchers faced an "additional layer of clearance" that should end.

    The government welcomed the report which it said highlighted "significant improvements" in its FoI service.
