    Labour MSP Daniel Johnson says there will be a two-fold test as to whether information is relevant and whether it ought to be provided.

    Oisin Murphy-Lawless from Coalition of Care and Support Providers in Scotland (CCPS) says it is not necessarily clear and providing guidance regarding foreseeability is hard.

    Mr Johnson says what the two tests come down to is proportionality and it will boil down to Disclosure Scotland and Police Scotland having sufficient understanding of the role being considered.

    Mr Murphy-Lawless points out they have to trust these organisations to get the balance right between human rights and protection.

    He says he would like to see commitments in the financial memorandum that the review process will be sufficiently resourced.

    Adam Dillon from the Church of Scotland says not many of their under 18 volunteers undergo PVG checks, simply because they are children.

    Florence Witherow explains the Scottish Youth Football Association dictates that all volunteers must be over 16, so the changes in the bill would not really impact the organisation.

    Oisin Murphy-Lawless says members of CCPS may not feel confident about employing people who do not require a PVG.

    Sarah Latto says the value young people can bring to volunteering must not be underestimated.

    Green MSP Ross Greer asks about removing under 16-year-olds from the scheme.

    Sarah Latto of the Scottish Volunteering Forum replies that in her experience a lot of volunteers are under that age and often do require a PVG (Protecting Vulnerable Groups).

    If we remove that the concern is that people under 16s would not be able to work with vulnerable groups, she explains.

    Ms Latto warns that this move would undermine the ambition to increase youth volunteering.

    Mr Hall says Shared Lives is analogous to fostering and therefore there is no reason why the two should be treated differently by the legislation.

    The PVG is a core part of the process to become a Shared Lives carer, he explains.

    He says all assessments of carers take three months or longer and the report goes to an independent panel for approval.

    Labour MSP Iain Gray asks Ben Hall about his concerns about the bill and his call for amendments.

    Mr Hall replies the first amendment would see family members, for example the spouse of a Shared Lives carer, also have a disclosure check.

    This would close the circle of the protection of vulnerable adults, he explains.

    Legislation aimed at strengthening the protection of children and other vulnerable people has been introduced at Holyrood.

    It will ensure background checks are carried out on everyone who works with children, including sports coaches.

    BBC Scotland revealed last year that hundreds of coaches across all sports had not been checked.

    It followed a series of allegations of historical child abuse that have been made about British football.

    The Disclosure (Scotland) Bill will make it mandatory for anyone working with children or vulnerable adults to be checked under the PVG scheme, external.

    The Disclosure Bill is designed to strengthen child protection checks

    Welcome to BBC Scotland's coverage of the Scottish Parliament on Wednesday 5 November 2019.

    This morning the education committee considers the Disclosure (Scotland) Bill with a range of witnesses.

    Chamber business begins at 13:15 with a member's debate on World Day Against the Death Penalty, led by SNP MSP Bill Kidd.

    Finance and environment questions take place from 14:00.

    Then the Scottish Tories have the floor, splitting debate time between education and ferries.

    Finally, SNP MSP Angus MacDonald leads the second member's debate of the day, this time focusing on UN Year of Indigenous Languages and European Day of Languages.
