Roy Rickhuss, general secretary of the steelworkers' union Community, said: "This is absolutely tragic news and our immediate thoughts are with the families and colleagues of those who died and those who were injured.
"Lessons will need to be learnt from what happened so that this cannot happen again but for today we should be focused on supporting everybody affected."
Chris Sims from the Welsh Ambulance Service NHS Trust said there was a "thorough and robust" response to the explosion by emergency services.
He added: "The Welsh Ambulance Service's thoughts are with everyone affected by the incident."
Ian Greenman from South Wales Fire and Rescue Service described the fire as "an extremely difficult and arduous incident involving an explosion in the basement".
"Crews worked tirelessly to effect rescues and deal with the fire. Despite heroic attempts, unfortunately we were unable to save two on-site personnel," he added.
Supt Stephen Jones of South Wales Police told a press conference at Celsa: "Two members of staff were unaccounted for and sadly I can confirm that we have found two bodies.
"We've informed the families and are continuing to support them at this difficult time.
"Our priority at this moment in time is to recover the victims, support their families and carry out an investigation to find out what's occurred here today."

Carwyn Jones said: "I was deeply saddened to hear about the death of the two Celsa workers who tragically lost their lives today. Our thoughts go out to their families and friends at this very difficult time.
"I commend the work of the emergency services who responded quickly and professionally to deal with the emerging situation and hope those recovering in hospital make a full recovery."

Celsa UK statement
"This morning at 10:30 there was an explosion at the rod and bar mill of our plant in Cardiff.
"It is with great sadness that we can confirm that two colleagues have passed away and four have sustained minor injuries.
"Our thoughts and deepest sympathies are with those affected and their families, who have been informed.
"Our utmost priority is to support all of those involved and we are in close contact with the University Hospital of Wales, where the injured are being cared for.
"Operations have been suspended and the fire services have confirmed that the mill is safe."
Celsa UK confirms two people died in Splott blast
South Wales Police said its update on the explosion will now be made at 17:30.
