    Police say two people missing

    South Wales Police has said the fire at the steelworks has been extinguished and a "multi-agency operation" is ongoing to locate two people currently unaccounted for. 

    A spokesman said: "Five people were injured. Of these, one was treated and discharged at scene and four were taken to the University Hospital of Wales, Cardiff."

    People had 'burning in back of throats'

    Lee Canning, director at a delivery firm on East Moors Road, near the Celsa site, said he heard an explosion at 10:40 GMT.

    He said: "It sounded like a car bomb, to be honest with you. 

    "It gave all premises a bit of a shake. Other than that it was fine. 

    "A few of our staff were out in Butetown, and they reported a burning sensation in the back of their throat."

    A woman, who works on the industrial site but did not want to be named, said she heard the explosion. 

    "I came out and could see the smoke, it was billowing from the building. 

    "I know a lot of people who work there. It's not nice seeing ambulances coming out.

    "Everybody just came out of the building after the explosion and was like, 'oh my God'."

    The Health and Safety Executive said it has been made aware of the incident and an inspector is at the scene supporting police with inquiries.

    Alan Cummins, a truck driver from Yorkshire, said: "I just pulled up went for a cup of tea and then I heard a bang. 

    "All the ground shook and the smoke came across the road. They stopped us going in. Police, ambulances and fire engines - the lot - started arriving."
