Guernsey's new Population Management Law comes into effect today.

The law represents a shift from the previous system of housing licences, similar to Jersey's system, to one of managing the population by permits.

By introducing the new law Guernsey's government said it hopes to influence the size and make-up of Guernsey's population to have "the right mix of people" supporting the economy.

The main points of the law include:

    • Seasonal workers who have worked in Guernsey for five years, now have the right to remain indefinitely, working on a nine months on, three months off basis
    • There is a cap on the number of "Open Market" properties  that can be used for multi-occupancy use
    • The rights of children from Alderney and Sark who want to live in Guernsey will also be subject to a review

All aspects of the new law will be subject to a review by the States, with a report due back at the start of 2019
