    States of Jersey Police have released CCTV images showing the face of a man accused of attempting to rob Samares Stores at knifepoint on Friday evening.

    The man was chased off by the shop worker who was holding a two-litre bottle of water.

    Police are hoping to speak to anybody in the area on Friday who could help identify the man.

    A review is being carried out into bodies operating at "arms length" of Guernsey's government to tackle a lack of consistency in how they are run, according to the chairman of the panel carrying out the review.

    Former chief minister, Peter Harwood will review various bodies including tribunals, statutory officials and not-for-profit bodies receiving States money.

    He said there is a "massive variety" between when they were set up and how the independent bodies operate.

    Mr Harwood says there are good opportunities for standardisation.

    Jersey's new hospital could be three storeys lower than previously planned, under revised plans due to be submitted to the planning department on 9 April.

    The previous development was rejected by the planning minister for being "too high" and "too big" for its surroundings.

    The health department went back to the drawing board and has now submitted plans for a lower, but wider building.

    The maximum height of the new building will be lower than the height of the existing 1980s block on The Parade.

    If approved by planners work could start on clearing land in Kensington Place at the end of this year.

    The whole project could be completed and opened by 2024.

    Jersey's Health Minister, Senator Andrew Green, says the new plans for Jersey's General Hospital address the "valid concerns" raised by the planning minister and members of the public.

    The new development is "wider and shorter" than the previous plans, according to Senator Green.

    He said the new plans will be built in three parts with no need for temporary buildings, meaning departments will only move once.

    Jersey's new general hospital could be open by 2024 under revised plans from the Health Department.

    If approved by the Planning Department, work could start on the £466m hospital development at the end of this year.

    • Late 2018 - work to focus on clearing land in Kensington Place and developing the first hospital block
    • 2019/2020 - a number of outpatient facilities will be relocating to Westaway Court
    • 2021/2022 - before completion of the initial work in Kensington Place the focus will widen to include the current outpatient area of the existing site
    • 2022 - the initial building is due to be completed and opened
    • 2024 - the main building, which will include the Emergency Department, radiology, maternity, main theatres and critical care is due to be complete
    • After 2024 - work to refurbish the existing granite block and work on other hospital buildings will follow once the new hospital is open

    A fire caused damage to the outside of the H. Samuel Jewellers in St Peter Port on Saturday.

    It happened at about 00:40 and Guernsey Police are appealing for anyone with information.

    No-one was injured in the blaze and the cause of the fire is currently unknown.

    A shop worker who prevented a robbery at knife point with a bottle of mineral water has been described as "incredibly brave" by the States of Jersey Police.

    Insp Craig Jackson described the robbery as a "brazen attempt" carried out daylight with a lot of people around.

    It happened at 17:50 on Friday evening at Samares Stores in St Clement, Jersey. A man tried to get cash from the till by threatening her with a knife.

    Officers are hoping to speak to a number of potential witnesses:

    • The driver of a black/blue Audi who may have seen the male jump over a wall opposite the Jersey Squash Club on St Clements Inner Road at 17:52
    • A man and child who entered the shop at 17:35 and exited at 17:37, they may have passed the suspect en route
    • The driver of a black Audi convertible who was at the shop between 17:35 to 17:38 – they may also have passed the suspect en route
    • The drivers of both a black Fiat 500 and a grey Honda CRV who parked outside the shop as the suspect left Monday
    • A woman wearing a backpack who was walking towards Samares Stores at 17:30

    About a quarter of all deaths in Jersey in 2016 were avoidable according to figures released by the Jersey statistics unit, external.

    The figures show 190 out of 830 deaths were from causes considered avoidable if there was timely or effective healthcare.

    Men were more likely to die from avoidable causes than women, with 110 out of 400 deaths compared to 80 out of 430 female deaths.

    The figures show that 160 deaths were preventable through public health interventions and 60 of those were preventable deaths due to neoplasms (cancers and non-cancerous tissue growths).

    Of the preventable cancer deaths lung cancer was the most common, the report said.

    A review is being carried out into public bodies operating at "arm's length" of Guernsey's government.

    Senior Guernsey politician, Deputy Gavin St Pier, says information from the review will help set out the future governance and structure of arm's length bodies.

    He said it will help determine "the best model for their effective oversight and delivery of their independent functions in the future".

    It's been commissioned by the Policy and Resources Committee and will look at:

    • Tribunals
    • Commissions and boards
    • Statutory officials and their offices
    • Not-for-profit bodies sponsored or administered by the States of Guernsey

    The review will be chaired by former chief minister Peter Harwood with Advocate Peter Atkinson, Robert Jones and Hayley Cooper joining as panel members.

    A shopkeeper holding a bottle of water chased off an armed man who attempted to rob a shop in Jersey.

    States of Jersey Police are investigating the attempted robbery which happened between 17:20 and 18:00 on Friday at Samares Stores in St Clement.

    Officers say the man was wearing a dark hooded jacket with grey tracksuit bottoms and had a knife.

    A spokesman for the store said the shopkeeper who was on duty was "amazing".

    "She chased him out of the shop with a 2 litre bottle of water. What a hero."

    The blue and gold Commonwealth flag will fly above Jersey's Cenotaph later to mark Commonwealth Day.

    This year's theme is "towards a common future" and explores ways the Commonwealth can work together to create a better future for all citizens.

    Jersey's Lieutenant Governor, Sir Stephen Dalton will read a message from the secretary-general of the Commonwealth of Nations at the ceremony at the Cenotaph.
