Should schools report kids for bad or racist language?

A report from pressure group the Manifesto Club says examples of good behaviour should be set by teachers not monitored by local government.

Around 20,000 primary school children are reported to their Local Education Authority for racism or homophobia every year. That's because schools have to inform local authorities of all incidents of 'hate speech' as part of the Race Relations Act 2000.

Adrian Hart from the Manifesto Club and Richard Piggen from Beatbullying told Radio 5 live Breakfast who should be responsible for monitoring children's behaviour.
