HS2: Ed Balls says no blank cheque for high speed rail

Labour was in support of the HS2 rail plans, but there would be "no blank cheque" said the shadow chancellor.

Ed Balls told his party conference that the High Speed 2 project had been "totally mismanaged" by the government, but Labour would not take an "irresponsible approach".
