The 23-year-old has not played first-class cricket for Yorkshire since June 2013 and his contract at Headingley is due to expire at the end of the season.
"Moin has fallen down the pecking order a bit in terms of playing first-team cricket," said Yorkshire director of cricket Martyn Moxon.
Ashraf will play for Hampshire second XI in a match against Surrey second XI at the Ageas Bowl from Monday.
"At this stage of his career he wants to playing first-team cricket and I think it's only right he gets the opportunity to do that," added Moxon.
Ashraf will also provide bowling cover for Hampshire seamer Fidel Edwards, who is currently playing in the Caribbean Premier League and expected to return in late July.
"It's a great fit for us and it works for Mo," Hampshire director of cricket Giles White told BBC Radio Solent.
"He'll play in the second XI to begin with and if things work out that there's an opportunity in the first team, then he's here and he's available."
