O'Keefe, 25, arrives on a two-month loan deal until 1 January having only made once appearance for the Harriers so far this season.
The former Hereford midfielder played five games for AFC Telford United in September during a loan spell.
Oates has come through the youth system at Oakwell and the 19-year-old will stay until 20 December.
The Blues have also announced that defender Danny Taylor has had his contract cancelled by mutual consent.
