Henry, 33, will join the squad after the conclusion of the Kiwis' Test against Zimbabwe and is set to be available from the match against Manchester Originals on 13 August.
He has played eight matches for Fire before, taking 11 wickets.
England pace bowler Woakes, 36, was ruled out of the tournament after hurting his shoulder on the opening day of the fifth Test against India last week.
Woakes heroically came out to bat with his arm in a sling on the final day as England lost by six runs at The Oval.
Fire were beaten by Northern Superchargers in their opening game on Thursday.
