"I'd rather have too many strikers than too few," manager Ronnie Moore told BBC Radio Merseyside, external after a friendly victory at Marine on Saturday.
"It might be that we end up with five strikers, but we want to make sure we don't get caught out again, like we were last year."
Tranmere began the 2012-13 campaign in superb form, with on-loan Jake Cassidy and Jean-Louis Akpa Akpro proving to be a prolific strike partnership, the pair contributing 17 goals by the end of October.
However, , external and Akpa Akpro's injury problems left Rovers short of options and they eventually dropped out of promotion contention.
Veteran Ryan Lowe, who signed a two-year contract with Tranmere in June after leaving MK Dons, has netted eight goals in four friendly appearances for Rovers.
"He's a natural goalscorer and I wish I'd had him four or five years ago," added Moore.
"He'll be playing with good players and he'll be playing regularly. I'll be surprised if he doesn't get 20 goals [this season]."
