"We've got 15 players in and we hope to get Micky Parcell in on loan from Torquay," Tully told BBC Sport.
"If we can get that over the line that'll be brilliant."
Parcell has yet to make a senior appearance for Torquay, but if he does make the temporary move to Treyew Road he will be the first player to join the club since Tully stated that he wanted nearby professional teams to use Truro as a feeder club.
"I want full-backs that can drive up the pitch with energy and athleticism and with Chris Long at left-back and if we can get Micky we've definitely got that.
"We're going to have a little it of competition for places and have a little bit of pace about us."
The move is backed by Torquay boss Chris Hargreaves as he prepares for the Gulls for the upcoming season in the Conference after being relegated from the Football League.
"It's a good place for him to be," he told BBC Sport.
"Tulls will look after him really well so we're happy to have a good relationship with Truro.
"We're aiming to get back into the league so we need players who can play straight away in the team.
"But the lads that aren't quite ready at the moment they do need to play at a good standard and we're really to happy to have that facility and if it works for both clubs then that's great."
