Town then levelled three minutes later when Shipley headed home Aston Villa loan man Tommi O’Reilly's sensational far-post cross.
Shrewsbury then went went ahead when Jordan Rossiter whipped a dangerous cross in with just six minutes remaining, which Shipley headed home.
The Magpies then pulled level again in the 89th minute when Alassana Jatta nodded in Dan Crowley's corner - only to then lose out in the shootout.
