Uefa vice secretary general Giorgio Marchetti has joined Pedro Pinto on stage to explain how the draw works.
Pulling the balls out is former Republic of Ireland and Manchester United defender John O'Shea.
"From the last round you have to mention Qarabag for how they get through. The English teams are also very strong as well," O'Shea says.
"Excitement is building in Dublin about the final. They can't wait to showcase the city. An English team will possibly get to the final but who, I'm not going to commit to!"

Liverpool assistant boss Pep Lijnders on whether he was ever in contention to replace Jurgen Klopp in charge of the Reds: "Nah. I was really clear to be honest. When we had the talk a long time ago, for me it was clear. It made it easier for me when he [Klopp] said 'this will be it]. We knew in the summer already 'OK we are going towards the end of this project'.
"here I am talking too much about me...we play in a final in 48 hours the final and we are talking about Jurgen leaving. I understand, so I think I have given already answers in interviews. So we spoke, I got the last year offers and my heart says yes, but my loyalty, respect and friendship to Mike [Gordon] and Jurgen said 'no'. So on the moment we spoke we agreed to finish this project together, then I will go an manage.
"I feel it's the project of a lot of people. And it is the right way to do it like this. That the club will find a new coach with new elements. I am excited to manage. To go to find the right club who really wants [me]. But until the last final of the season I am focused on Liverpool and don't even know what's happening now. That is why we have agents, no?"

Pedro's a big Benfica fan, but also has a soft spot for Liverpool, so I wonder if he'll wanting those two clubs to be drawn together.
All those present in Nyon are currently being shown a video montage of goals from the teams who made it through to the last 16.

As well as the Premier League and Carabao Cup final news conferences, we also have the Europa League and Europa Conference League draws to add to the mix today.
The Europa League draw is up first, from 11:00 GMT.
Plenty of British interest here, with Rangers, West Ham, Brighton and Liverpool all qualifying directly for the last 16 after topping their groups.
As seeds, the British sides will play away from home in the first leg of their respective ties on Thursday, 7 March, and at home for the second leg on 14 March.

Arsenal manager Mikel Arteta was asked if there was unfinished business on facing Newcastle following their 1-0 defeat at St James' Park in November: "With every club there is always history and we know the importance of the game, so we just focus on what we have to do.
"They have changed a little bit and have some players who aren’t available. Every game is different.
"They are a really good team and are really well coached. They have a great spirit within the team and are difficult to beat."

Liverpool assistant boss Pep Lijnders on comments by Manchester United co-owner Sir Jim Ratcliffe on learning from how things have been done at Anfield to bring their own success: "Is that a compliment from United? That says everything, no? If we get them from then. And the summer. No-one can replace Jurgen Klopp but the past showed already a few difficult transitions. What was the most difficult transition inside this club? Bill Shankly saying 'That's me [done]'. Who stepped up? Bob Paisley. He was different from Shanks.
"It showed that we as a club we have to search for someone who wants to grow who, has the mindset to develop but it is not for us but the owners, they can make the decision. We made the right decision to announce this early, to give the club time to get this transition smooth.
"The past has shown it is possible. Barcelona...Pep Guardiola announced he was done and then Tito Vilanova took over and got them the most points ratio over. That was probably the hardest transition in the past 15 years. I was at Porto when Andre Villas-Boas won so much at Porto, then Vítor Pereira took over and was completely different to Andre and was champion the year off. They don't have to replace Jurgen, but find a new manager."

Arsenal manager Mikel Arteta on his players' response to Wednesday's 1-0 defeat to Porto in the Champions League: "I see a team that can’t wait to play Porto at home now. We’ve created a fantastic night of Champions League for our people. The task is very clear now.
"Porto is gone, we discussed it. You lose it in the last second. We can’t lose sight of where we are and what we’re doing. That’s where our main focus is.
"There’s a reaction that we need and we want to create an atmosphere from the beginning so I ask all to go with big energy because we need it. Tomorrow’s game is vital."

Arsenal manager Mikel Arteta said he had seen an improvement in the standards of decisions made by VAR since making controversial comments about the system following a 1-0 defeat at Newcastle in the reverse fixture: "What we all wanted in the end was decision that are better. The last statistics we have seen showed a significant improvement [in decision]. Hopefully that is the case and we continue to see that.
Arteta added: "I talked the way I felt and I was very straight. I did it in a way that was strong, but within the law, as I didn't get charged [punished] for that."
The Arsenal boss was charged with misconduct for his comments, but an independent Regulatory Commission found the charge to be not proven after a hearing.

He was asked how he feels about the Premier League title race and being in the last-16 of the Champions League, after losing 1-0 in the first leg of their last-16 tie at Porto on Wednesday: "Internally [within the group], I feel a lot of excitement as we are right in the mix [in the Premier League title race] and want to continue to be there.
"In the Champions League we have a fantastic game to play at the Emirates [against Porto].
"Externally, it is different, because the focus is on another two teams [Liverpool and Manchester City], but that is it."

Liverpool assistant boss Pep Lijnders on reserve goalkeeper Caoimhin Kelleher filling first choice Alisson's boots: "I still know his first game: Derby away, no-one watching. Not on a main pitch, the sixth pitch! He saved a penalty and you saw a boy who was 15 at the time not an easy situation and with his feet already impressed in a trial game. I think he played for many years outfield before he became a goalkeeper.
"I am really pleased for him. At Liverpool you need two good goalkeepers and we have that. It is a huge compliment to John [Achterberg], [Claudio] Taffarel and all the guys at the academy because we produce some good goalkeepers but Caoimhin is probably the most outstanding one, and the most complete. He can make match-winning saves, has this, and he sees the game, knows how to act as the free player with direction and he is calm, has serenity. It creates calmness for the others. Especially the way we want to play. It's important to have a goalkeeper like that. Again, it is the culture with our own players. It's cool."

Liverpool assistant boss Pep Lijnders on so many injuries before the Carabao Cup final: "We look to what we have... it's also good in life to accept what you, so that is what we're trying to do. It brought us success in the past so we try to keep it open. I feel really happy with that, I said it a long time ago. In Holland you say every disadvantage has its advantage.
"You can't everything in the world. We have a few injuries so we get young players, players who didn't play five in a row but they can show up and that is really cool. This season is a season where we already created new teams in one season. That didn't happen a lot in the last years, it's a compliment to our squad and to the Academy."

Newcastle manager Eddie Howe on how Arsenal's defeat against Porto in the Champions League on Wednesday will affect them: "With our experience of the Champions League, we found that it wasn't a problem playing midweek as long as we had a squad available to rotate to keep players fresh.
"Arsenal have players to do that so no doubt it won't affect their performance. We recognise the importance of every game. We are in a position where we are desperate for three points.
"We are desperate to try to close the gap on teams above us, so we have a lot to be motivated about."

Liverpool assistant boss Pep Lijnders on on Chelsea's strengths: "A good final only starts by respecting their strengths and where to start? Enzo Fernandez is the one where it all starts. He is the one who can play passes everywhere. They have some instability. At the beginning of the season a lot happened there. So how can you expect them to perform straight away? I think the manager is doing an unbelievable job along with his coaching staff.
"I think he [Mauricio Pochettino] has finally found his starting XI and Cole Palmer has been one of the finds of the season, taking them from a rival. Then they have Conor Gallagher is a proper leader with the armband, from the academy. He is a number 10 but gets his shirt dirty as well. If you let them play between the lines, Palmer and Gallagher there with their technique, it will be really hard.
"They have speed up front and when they play out of our counter press, so we will need both boxes to defend them. A final always starts with respecting the strength of the opposition and defending with all we have. That's what we want to prepare with one target. That's to give joy and emotions to the fans. That is our philosophy at the club with Jurgen [Klopp] - to give joy to the fans - and I am happy we can give them a final to start with. That's all you can ask for at the start of the season."

Newcastle manager Eddie Howe on facing Arsenal, who have won their past five league games: "We will need to replicate close to our best performance to get something from the game.
"We have had some tight affairs, last year [at Emirates Stadium] was a really battling performance. We are definitely going to need to be at our best.
"Arsenal, statistically, are one of the best teams in the league, they are rightly where they are in the table, so it is a big challenge for us. We need all of our players to fire in all departments."

Liverpool assistant boss Pep Lijnders says midfielder Curtis Jones will miss the Carabao Cup final with the injury he sustained against Brentford last weekend: "Curtis has a sprain with a muscle on his high ankle and will be [out] until around the international break.
"Trent [Alexander-Arnold] has a lateral ligament injury and will be out until after the international break. Diogo Jota has a medial ligament will be after the international break, but after the international break here means we are not sure [how long].
"Alisson has a muscle injury after the international break, so it will take time."

However, Howe said it was too early to tell when either player would be available for first-team selection.
